Hanoi integrates administrative procedures into national public service portal

The entire process is digitized and shared among agencies at all levels, saving time and ensuring transparency.

The Hanoi People's Committee has approved a list of nearly 1,500 administrative procedures that can be integrated into the national public service portal and processed online.

Of the procedures, approximately 550 can be completed fully online, while 945 can be partially processed online.

Additionally, the committee has approved a decision to restructure the processing protocols of certain administrative procedures, aiming for full online handling by 2025.

Last October, Chairman of the Hanoi People's Committee Tran Sy Thanh approved the trial of a public administrative service center as part of efforts to enhance public administration services for people and businesses. 

The center operates the city's Administrative Procedures Information System, which will be connected to the National Public Service Portal, national databases, specialized databases, and shared platforms.

It aims to reduce the number of one-stop shops for administrative services by facilitating the submission and processing of administrative applications, contributing to cost and time savings.

The move is expected to ensure that citizens have access to public services within a 30-minute travel radius or a maximum of 5 kilometers, with services available 24 hours a day.

The model will simplify administrative processes, increase transparency, and narrow opportunities for corruption.

In addition, the entire process will be digitized, automated, and shared among departments, agencies, and people's committees at all levels, saving time and ensuring transparency. The pilot will run until November 30, 2025.

Hanoi is the first sub-national entity to complete the pilot project and establish the Public Administration Service Center, as directed by the prime minister.

At the end of 2019, the National Public Service Portal, an electronic platform that connects the government with people and businesses, was officially opened to all citizens.

The birth of the site has reaffirmed the Vietnamese government's determination to speed up the construction of e-government.

It was considered a major milestone in implementing the people-centered and business-centered approach.

Through https//dichvucong.gov.vn, people and enterprises can log in to all public services at the ministry and provincial levels to carry out online public services, while monitoring the service delivery, evaluating the quality of administrative services and providing feedback.

The portal provides online public services in all 63 provinces and cities, including the issuance of driver's licenses, the renewal of health insurance, the supply of low and medium voltage electricity, the payment of electricity bills, and others.
