Hanoi’s first district applies AI in administrative procedures

AI chatbot supports people 24/7 with high reliability and availability.

Cau Giay District, the first one in Hanoi, launched an artificial intelligence (AI) application to support questions and answers on administrative procedures (chatbot) this week, according to the district's People's Committee.

Tran Viet Ha, deputy chairman of the People's Committee of Cau Giay District, said the move facilitates people and helps more than 22,000 businesses access administrative procedures faster. To experience the AI chatbot, people can access Cau Giay District's web portal at http://caugiay.hanoi.gov.vn.

"The application is also available in multiple languages to serve foreigners inquiring about administrative procedures, helping them save time and money and make information more accessible and transparent," Ha said.

He added that with a population of about 22,000 businesses, the application of technology and information to solve administrative procedures is a must.

"From daily practical experience, Cau Giay District realizes that in carrying out administrative procedures, it is necessary to guide and prepare documents accurately. If fully understood, the required procedures are resolved in 90%," the chairman noted.

Therefore, if guidance and instructions are well provided, the time to complete administrative procedures following the law will be accelerated, reducing the time for citizens and officials who process the dossiers, Ha emphasized.

"In particular, the appearance of ChatGPT technology has inspired Cau Giay District to apply AI in guiding people," the chairman added.

Trung Huynh, an architect of ChatBD, noted that the AI chatbot uses a standard register that is close to the language of everyday life, making it suitable for users' requirements and usability.

"Instead of scanning documents to find out how to complete certain administrative procedures or by asking officials in person, citizens can converse with an AI chatbot to find the necessary information," Huynh said.

He noted that AI chatbots would support people day and night with high reliability and availability, thus setting the stage for the application of AI in many other fields.

In addition, Huynh stressed, "AI chatbot will help government administrative agencies save on operational costs, training, and recruitment costs, and reduce the workload of officials so that they can focus on more difficult tasks.
