The Capital Law 2024 is poised to establish Hanoi as a pioneering force, leading the nation into a transformative era, declared prominent artists, intellectuals, and religious dignitaries during a meeting with city leaders today (on January 7).

In 2024, Hanoi achieved comprehensive advancements across various domains, noted Bui Tat Thang, former Director of the Development Strategy Institute under the Ministry of Planning and Investment.
Among its key milestones were the implementation of Resolution No.15-NQ/TW issued in 2022 on Hanoi’s development vision to 2045, the finalization of the Capital Law 2024, and the Prime Minister’s approval of the Hanoi Socio-Economic Master Plan for 2021–2030 with a vision to 2050.
“These achievements lay a clear foundation and institutional framework for Hanoi to tackle significant developmental goals in the new phase,” Thang said.
Hanoi needs to come up with legal documents and innovative policies as soon as possible to maximize the city’s resources, particularly its human capital, he said.

Such efforts would attract talent and prepare Hanoi for upcoming challenges, he added.
“Hanoi should also initiate an action plan for 2025 to maintain its leadership as a growth engine for the Northern Key Economic Region and the Red River Delta, thus further solidifying its role as a national hub,” Thang said.
The Capital Law 2024 is integral to the city’s ambition to build a centralized digital governance system, said Chu Duc Trinh, Rector of the University of Technology under the National University – Hanoi.
“Hanoi’s position as a leader in digital transformation, governance, and innovation is bolstered by its wealth of higher education institutions, high-tech enterprises, and skilled workforce,” he said.
“The city is also a key hub for developing Big Data systems and advancing artificial intelligence, which could serve as a national model if implemented successfully.”

Phung Huu Phu, former Vice Secretary of the Hanoi Party Committee, highlighted Hanoi’s role as a convergence point for talent and its prominent community of intellectuals and artists.
“Hanoi’s unique position and exceptional capabilities make it a natural leader in this era of national resurgence,” he said.
Phu called for continued support to harness contributions from intellectuals and artists in drafting key documents for the city’s 18th Party Congress, ensuring rapid yet culturally rich growth.
Responding to delegates’ opinions, Hanoi Party Committee’s Secretary Bui Thi Minh Hoai earmarked the city’s resilience and achievements in 2024 despite challenges.
She highlighted the city’s innovative leadership, strengthened Party organizations, effective anti-corruption efforts, and streamlined political system.
These accomplishments are made possible by the dedication and contributions of intellectuals, artists, and religious dignitaries, she said.
“Moving forward, Hanoi will prioritize creativity and bold initiatives to remain a leader in political, economic, and social development,” the secretary said.

Hoai expressed confidence in the intellectual community’s ability to drive advancements in artificial intelligence, digital transformation, and the digital economy.
“Collaboration between universities, research institutes, and businesses is essential for accelerating technological applications and establishing Hanoi as a global innovation hub,” she said.
“The artistic community must continue to create works of profound cultural and intellectual value, contributing to a sophisticated and cultured Hanoi while preserving its unique identity,” she said.
She also urged religious leaders to guide their communities in supporting national policies and fostering unity, contributing to a sustainable, connected, and culturally rich Hanoi.
“With dedication and intellect, I believe all of you will continue to excel in your missions, contributing to the development of a ‘Cultured, Civilized, and Modern’ Hanoi. Together, we will prepare the best conditions for the capital and the nation to enter a new era,” Secretary Hoai said.
