3G users vulnerable to hackers
3G mobile phone users in Vietnam are vulnerable to attacks by hackers, experts from the Hanoi-based Bach Khoa Internet Security warn. Nguyen Minh Duc, its director, said: "Because all 3G devices are directly connected to each other and open, security risks are very high. "Moreover, all phone operating systems have holes. A hacker can use any internet connection to attack 3G users. "All 3G devices are [also] connected to the provider's server like a local network. Risks for 3G networks are similar to the risks faced by local networks." Bui Quang Minh, a Bach Khoa executive, demonstrated possible attacks by hackers on 3G devices, explaining the main risks come from IP addresses, file sharing services, weak passwords, and holes in software. Hackers can take control of users' device or computer to steal information or cause over-billing by sending packages since charges are based on upload and download quantity. Other possible troubles include fake SMSs and other risks from viruses and malicious software and distributed denial of service, or DdoS, attacks. Minh recommended that users should only turn on 3G networks when they are in need, use a strong password and firewall, configure file-sharing folders, install anti-virus software, and get software updates. They should always be aware of risks and alert to attacks to minimise damage, he said. But Duc said since providers play an important part in protecting customers, if they structure their networks properly and have a firewall to prevent overbilling attacks, it will significantly reduce damage from attacks. Vietnam has four 3G providers – Vinaphone, Mobifone, Viettel, and EVN Telecom – and millions of subscribers.

Vietnam space institute to make small satellites
Vietnam expected to master the technology to manufacture small satellites by 2017, when the project to build the first national space centre is scheduled for completion, said the vice chairman of the Vietnam Academy of Science and Technology's Space Technology Institute, Dr Pham Anh Tuan. The Hoa Lac national space centre project was to be built with 400 million USD from Japanese official development assistance (ODA) on a 9ha site in the Hoa Lac Hi-Tech Park, 30km from central Hanoi. Japanese experts would transfer technology and support to build the technical facilities and train staff. "The centre will be one of the most modern space centres in Southeast Asia, with advanced equipment being used in Japan and European countries," said Tuan. The project was first proposed in 2007, and the consulting group from the Japan External Trade Organisation (JETRO) submitted a pre-feasibility report last March and would conduct a feasibility study between August and next February, he said. A lending agreement with the Japanese government was then expected to be signed next year. The first phase construction, including infrastructure, research facilities, and the installation of satellite monitoring and operating equipment and data processing equipment, would then take place during 2011-13. A satellite assembly and testing area and training area would follow in the second phase in 2014-18, giving Vietnam the capacity to assemble satellites of less than 500kg. Each such satellite would cost an estimated 20-30 million USD and would be able to provide data to monitor and forecast natural disasters and environmental damage, as well as forecast agricultural and fisheries output. The data could help reduce losses caused each year by natural disasters by 10 percent and save an estimated 750 lives, saving the Government over 1 billion USD annually, said Tuan. The satellite systems would also help update map systems for land use planning and management, support global positioning systems, and monitor climate change. The institute began co-operating two years ago with Hanoi National University's College of Technology to establish a space technology major and would offer a master's course next year. "The move is expected to provide qualified staff for the centre," said Tuan. "Over 300 Vietnamese will be trained in space technology thanks to the project”.

Ninth mobile phone service provider gets licence
The Hanoitimes - The Vietnam Multimedia Corporation (VTC) has been granted a licence to become Vietnam’s ninth mobile phone service provider. Accordingly, VTC is permitted to set up network and supply 3G mobile service sharing wireless frequency bands with EVN Telecom, provide domestic roaming service applied to GSM network for subscribers in Vietnam and have its own prefix. According to the Ministry of Information and Communications, Vietnam currently has eight mobile phone operators besides VTC, namely MobiFone, VinaPhone, Viettel, S-Fone, Vietnamobile, EVN Telecom, Gtel Mobil and Indochina Telecom. At end of May 2010, Vietnam had had nearly 129 million mobile phone subscribers, 40% of whom use services supplied by Viettel

Vietnam eager to facilitate telecoms companies
Vietnam always creates a favourable environment for foreign telecoms and IT companies to do business in the country, stated an official from the Ministry of Information and Communications (MIC). Speaking at the opening of the International Telecommunications Conference in Hanoi on May 19, the MIC’s Deputy Minister Le Nam Thang said that in recent years, Vietnam’s telecoms sector has made a lot of progress, contributing greatly to maintaining the country’s economic growth, improving people’s living standards and closing the telecoms development gap with more advanced countries. Vietnam is seen by the International Telecommunications Union (ITU) as one of the countries to enjoy the highest growth in telecoms in the world, even when it faced difficulties arising from the global economic crisis in 2009 and the first few months of 2010. By the end of April, Vietnam had 140 million telephone subscribers with a rate of 164 telephones per 100 people. The country also reported more than 23.6 million internet users or 27.6 percent of the total population.The two-day conference, themed “Ensuring Vietnamese society has broadband services” attracted 200 representatives from telecoms businesses and telecom service providers both inside and outside the country. On the first day, several representatives from domestic and foreign telecoms businesses shared their experiences in developing telecoms and 3G technology as well as putting forward measures to help Vietnam become the leading centre for producing telecoms equipment in Southeast Asia.
