Contract signed for Vietnam’s second satellite
Vietnam Posts and Telecommunications Group (VNPT) and the US aeronautical manufacturer Lockheed Martin Corp. signed a contract to build and launch Vietnam’s second telecom satellite, Vinasat-2, in Hanoi o­n May 11.Under the contract, Lockheed Martin will build the satellite and launch it into orbit within 24 months since the effective date of the contract.Addressing the signing ceremony, VNPT President Pham Long Tran said the US$300 million Vinasat-2 project aims to further develop Vietnam’s telecom market and make full use of the infrastructure system serving the first satellite to meet growing customers’ demand.Vinasat-2, which can cover all Southeast Asia and a number of neighbouring countries, is expected to help ensure safety and stability in service supply as well as security and safety for the national telecommunications network.Vice Director of Lockheed Martin Joseph Rickers affirmed his company will ensure contract is implemented o­n schedule so that the satellite can be launched in April 2012.With the launch of the US$250 million Vinasat-1in April 2008, Vietnam became the 93rd country in the world and the sixth within the region to have its own satellite in orbit.Vinasat-1, which has an operation range of all over Vietnam and Laos , Cambodia and Thailand , has so far had 80% of its capacity leased and it is expected to operate at full capacity by 2011, according to VNPT.

500 sci-tech innovative ideas honoured in 15 years
Vietnam has over the past 15 years had 500 sci-tech innovation projects that have been applied in production, boosting business activities, improving productivity, quality and saving production costs, said the Vietnam Fund for Scientific and Technological Creations (VIFOTEC).The information was delivered at a meeting on April 19 to review the 15-year contest holding for sci-tech creativity and present the innovation awards of the World Intellectual Property Organisation (WIPO).Speaking at the event, Deputy Prime Minister Nguyen Thien Nhan expressed the wish that the competition organiser would encourage a wider variety of contestants.He asked ministries, agencies and local authorities to set up mechanisms for supporting the VIFOTEC as well as facilitating application of innovative ideas in life and production.With contest for advanced, innovative ideas held every year, the VIFOTEC has so far involved many organisations and individual scientists in the research and application of science and technology for the cause of national industrialisation and modernisation.This year, awards went to 39 winners for technical creativity in the main categories such as information technology and telecommunications, mechanics and automation, materials technology, environmental protection technology, energy saving technology, and applied biology.Of the award winners, four won first prize, 10 second prize, 12 third prize, and 13 consolation prize. Nearly 2,000 scientific and technological projects have joined the competition since the first VIFOTEC contest was held in 1995.

Mobile phone firms face crackdown
The Hanoitimes -  Mobile phone promotions are undercutting competition and leading to inactive phone numbers and a waste of digital resources, Government sources say. The problem has led to the formation of a draft management plan by the Ministry of Information and Communications to control mobile phone promotions and reduce the “chaos” in the market. The draft plan puts a limit of 90 days a year o­n which mobile phone promotions can be run and a limit of 45 days o­n each promotion. In also mandates that mobile networks must maintain the quality of their services during promotions and the information given to subscribers must comply with regulations. Under the draft plan, minimum charges set by the Government may not be reduced and any promotion reduction may not exceed 50 percent of the service’s total value. The ministry has called for comment o­n the draft management plan which is expected to become the final plan by the end of the month. Ministry telecom department head Pham Hong Hai said close management of mobile promotions aimed to create healthy completion. While promotion programmes attracted users, Hai said, they were tending to be used to undercut competitors and had led to and crease in the number of inactive subscriptions, resulting in a waste of digital resources. Changes had already been made to the promotions regulations. At the end of last year, mobile operators were limited to 50 percent promotions for pre-paid cards, instead of 100 percent or more before. The Ministry of Industry and Trade said the country’s telecommunication market was in chaos because of promotion “races” to attract subscribers to domestic networks.

IT businesses awarded for outstanding performance
Thirty-three information-communication technology (ICT) awards were presented to ICT businesses in Hanoi o­n March 20 in recognition of their outstanding performance in 2009 and contributions to the ICT sector. Of the total awards, nine went to landline and mobile phone and Internet service providers, 10 to IT software developers, four to businesses for IT training, and seven to businesses for creative IT applications. The Vietnam Data Communication Company (VDC) won all four awards for Internet providers, namely best Internet business, best customer care service provider, best new service provider and best broadband supplier. Meanwhile, big-name FPT software was awarded for its best software processing and export services. The “Best mobile phone service provider” award was given to the army-run Viettel. The Ministry of Industry and Trade, the General Department of Taxation, the People’s Committee of Tra Vinh province, the People’s Committee of Ho Chi Minh City’s Tan Binh district, office of the Thua Thien-Hue provincial People’s Committee, Dong A Joint-Stock Commercial Bank and Danang Pharmaceutical Joint-Stock Company received awards for creative IT applications. Three foreign-invested companies, Microsoft Vietnam, Motorola Vietnam and Huawei Vietnam, were presented awards for their significant contributions to the Vietnam’s ICT industry.
