Hanoi to lead the development of digital economy and society: Prime Minister

Through digital solutions, the city government aims to strengthen communication between government and the community, making public services more accessible and responsive to the needs of citizens and businesses.

Hanoi, as a heavyweight city, must take the lead in the Fourth Industrial Revolution, the country's digital transformation, the growth of green and circular economy, digital economy, digital society and citizen, all with the aim of creating a modern and civilized society, said Prime Minister Pham Minh Chinh.

Speaking at the launch of the city's iHanoi, Electronic Health Record, Personal Health Record, and eCabinet today [June 28] in realizing the national digital transformation in the 2022-2025 period with a vision to 2030 (Project 06) on developing applications of population data, identification, and electronic authentication, the Prime Minister stressed: "The city must closely adhere to the objectives of Project 06 to perfect the technological infrastructure, digitize, connect and share data to serve the construction of a digital government, digital economy, digital society and digital citizens."

He urged the city to focus on five main objectives in implementing Project 06 in Hanoi, including creating the most favorable conditions for citizens and businesses to easily access all services and utilities; reducing compliance costs and time; controlling risks and reducing inconvenience for citizens and businesses; developing digital infrastructure, digital platforms, and digital data; and ensuring cybersecurity and personal data protection.

"Project 06 in Hanoi will only be truly successful if every citizen and every business understands, actively participates, and benefits from the project's advantages. That is why publicity and communication are so important," the Prime Minister said.

In terms of key tasks and solutions going forward, the Prime Minister stressed that the city must focus on perfecting mechanisms and policies to improve the investment and business environment and enhance competitiveness. The city also needs to review and simplify administrative procedures and eliminate unnecessary and burdensome steps for citizens and businesses to effectively implement Project 06.

The Prime Minister added that Hanoi should continue to intensify the integration, sharing and utilization of digitized records and results of online administrative procedures through the National Public Service Portal.

Moreover, the city should focus on simplifying and restructuring administrative processes and procedures to increase both the quantity and quality of online public services for the people, according to the Prime Minister.

The head of the government urged the city to strongly promote the provision of utilities to the people and social management based on the VNeID application.

He added that Hanoi needs to accelerate the adoption of cashless payments and push forward the digital transformation of tax administration across the locality. The city aims for all payments to be cashless by 2025 and for 100% of food and beverage outlets, restaurants, hotels, supermarkets, shopping malls, and domestic and cross-border e-commerce businesses to offer retail e-invoices.

The Prime Minister has instructed Hanoi to build and develop the city's common database and integrate it with the national population database and other specialized national databases. The city is also tasked with accelerating research and proper application of digital transformation tools such as artificial intelligence, cloud computing, big data, and virtual assistants. 

In addition, Hanoi must promote the development of digital infrastructure and ensure cyber security, he said.

Prime Minister Pham Minh Chinh has requested ministries and agencies to continue supporting Hanoi and other local authorities in implementing Project 06.

At today's mid-year review conference on the implementation of Project 06 in 2024, Lt. Gen. Luong Tam Quang, Minister of Public Security, suggested that the Hanoi People's Committee continue to accelerate the digitization of administrative records and document processing among the city's officials, civil servants, and public servants.

He added that the city should focus on directing the 11 districts that have not yet completed the digitization of civil registry data to urgently develop a detailed roadmap to complete this task by the end of the year. 

"In addition, the city should accelerate the creation of data resources and the interconnection and sharing of data based on the establishment and operation of the National Data Center in accordance with Government Resolution 175," he stressed.

In his closing remarks at the conference, Chairman of the Hanoi People's Committee Tran Sy Thanh reaffirmed that Hanoi is committed to resoluting action that puts the people's interests first, in accordance with the Prime Minister's directives.

He added that the city, in cooperation with the Government Office, will create a team to study the model of public administration services, and this initiative will be officially launched in September-October 2024.

The mayor of Hanoi also said that the city had already implemented a similar scheme after studying various models, including the one in the northern province of Quang Ninh.
