The move is part of the Hanoi People’s Committee’s plan No.192 on enhancing public services quality for the benefit of the people, targeting the city’s PAR Index to move up by at least one place against last year.

Under the plan, Hanoi’s authorities called for all departments and units to review the shortcomings raised in the PAR Index 2021 and work on solutions to address these issues.
The municipal People’s Committee requested the Department of Internal Affairs to be the coordinator of administrative reform efforts, streamlining state apparatus and reforming internal procedures of the city's agencies. The Department of Justice is tasked with finalizing regulations and the legal framework of the city. The Department of Finance will work on reform in public finance; the Department of Information and Communications, the Department of Science and Technology; and the Office of the Hanoi People’s Committee will be in charge of collaborating in developing e-Government and eventually the digital Government platforms; the Department of Planning and Investment will evaluate the impacts of administrative reform on people, organizations and Hanoi’s socio-economic development objectives.
Regarding the SIPAS, the Office of the Hanoi People’s Committee will supervise the performance of administrative units and handle recommendations from the public related to the process.
In 2021, Hanoi’s Public administrative reform index (Par Index) was 88.54 points and ranked 10th out of 63 provinces and cities, with improvements seen in the quality of state governance; administrative reform; public finance reform and modernization; and evaluation of the impacts of administrative reform to the people, organization and socio-economic development.
The Satisfaction Index of Public Administration Services (SIPAS) of Hanoi in 2021 was 80%, marking the fourth consecutive year that the city continued to hold the top-tier ranking.
