The city will improve capacity of vocational schools and accelerate their digital transformation to meet the training targets.

Hanoi plans to train 240,000 workers by 2025 as part of its plan to have 75% of its workforce undergoing training following the vocational education strategy signed by Vu Thu Ha, Deputy Chairwoman of the municipal People's Committee.

According to Plan No. 17/KH-UBND, the city’s vocational schools will provide training for 26,500 students at the college level, 31,000 at the intermediate level and 182,500 in short-term programs lasting less than three months.
To achieve these goals, the city will improve capacity of those schools and accelerate their digital transformation. In addition, Hanoi will implement a project to upgrade vocational education from 2025 to 2030, with a vision to 2035, while fostering business-school partnerships.
The city also makes policies encouraging businesses to participate in training a skilled workforce while promoting entrepreneurship and innovation among students in vocational programs.
Hanoi will focus on business-linked training, providing retraining and skills upgrading for workers in small and medium-sized enterprises, and ensuring that training is linked to job placement.
Additionally, the city will prioritize the development of a skilled workforce of educators, artisans and vocational trainers, as well as the updating of curricula and methodologies. International cooperation in vocational education will also be strengthened.

This plan aims to integrate vocational training into the city's socio-economic development goals, contributing to higher training rates, job creation, economic growth, and social welfare.
The number of workers trained in 2025 will be 9% higher than the figure in 2024.
