Hanoi People’s Council convenes 17th session

This session assesses socio-economic, security, and defense tasks, budget revenues and expenditures for the first half of 2024, and setting priorities for the latter half of the year.

The Hanoi People’s Council for the 2021-2026 tenure convened its 17th session today [July 1] to discuss specific legal mechanisms that will significantly impact the capital’s socio-economic activities.

In his opening remarks, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan highlighted the session's significance following the successful 7th session of the 15th National Assembly. He noted that key discussions included the completion of capital planning for 2021-2030 with a vision to 2050 and adjusting the overall Master Plan for the Capital's construction until 2045, with a vision to 2065, highlighting the National Assembly's approval of the amended Capital Law with an endorsement rate of 95.06%.

“These legal foundations are essential for timely institutionalizing development perspectives and directions, creating breakthrough mechanisms, maximizing resource mobilization, and effectively harnessing potentials and strengths to ensure the capital's rapid and sustainable development,” Tuan emphasized.

During the 17th session, the Council will consider 17 reports and pass 22 resolutions. This session handles a heavy workload and many important issues, including assessing the socio-economic, security, and defense tasks, as well as the budget revenues and expenditures for the first half of 2024, and setting the priorities for the latter half of the year.

2024 is crucial for accelerating and making a breakthrough to achieving the targets of the 17th Hanoi Party Congress and the People's Council’s resolution on socio-economic development for 2021-2025.

“In the context of many difficulties and challenges, the authorities have focused on promoting solidarity, innovation, and determination in implementing strategic tasks, addressing public concerns, and achieving significant results. The socio-economic situation continues to develop, with many high achievements: the GRDP in the first half of the year is estimated to increase by 6%; State budget revenue is estimated at VND 252.054 trillion ($10 billion), reaching 61.7% of the forecast, up 12.5% year-on-year, with domestic revenue accounting for about 94.3% of the total state budget revenue. This is a considerable increase considering the existing challenges,” Tuan said.

Additionally, in the first half of the year, tourist arrivals in Hanoi increased by 13.7%, with international visitors reaching 3.14 million, up 52.6% year-on-year.

 Overview of the session. 

FDI attraction exceeded $1.1 billion, up 52% year-on-year. Urban planning, management, beautification, and development have accelerated with positive results. Rural economic development and new rural construction continue progressing, with all 18 districts, towns, and 382 communes meeting new rural standards. The city is also pushing ahead with key projects like the Ring Road 4 - Capital Region project and other major projects, focusing on industrial cultural development and investing in education, healthcare, and cultural heritage.

At this session, the municipal People’s Council will consider and approve important reports and resolutions, including the update and adjustment of the Public Investment Plan, the comprehensive plan for the urban railway system, the plan to enhance fire safety and rescue capabilities, and the city's architectural management regulations.
