
Chairman of the Hanoi People’s Committee, Tran Sy Thanh, has asked local authorities to maintain the functioning of the political system and ensure that business activities are not disrupted and residents’ livelihoods are not negatively affected during the organizational restructuring.

Hanoi, together with other agencies and localities nationwide, is undertaking the apparatus restructuring to make the system efficient and save the state budget to serve the country’s growth targets, including GDP expansion of 8% and more this year and double-digit goals in the subsequent years.
In a directive, he called for the implementation of Government Resolution No. 27/NQ-CP dated February 7, 2025, following the government’s regular January meeting.
Thanh requested all relevant departments, agencies, and district-level authorities to act decisively to advance socio-economic development in line with the directions set by the Central Committee, the Politburo, key leaders, and through the National Assembly’s resolutions.
He asked the local authorities to speed up organizational restructuring while ensuring that there is no adverse effects on businesses or public welfare. In addition, the relevant agencies are asked to resolve projects by removing barriers to minimize waste and losses.
Related agencies need to advance social housing development, aiming to build at least one million units for low-income households and industrial workers by 2030, with a focus on meeting the 2025 targets.
In land management, it requires efforts to ensure transparent processes for land acquisition, compensation, and resettlement through effective planning.
Meanwhile, measures should be taken to tighten market regulations to curb violations by businesses, real estate investors, brokers, and land auction participants, maintaining market stability.
Now that many spring festivals are taking place, related agencies need to ensure food safety through inspections and preparedness for emergency responses.
Social welfare is another issue included in the request. Agencies are required to conduct programs in education, healthcare, labor, and employment while promoting in-kind benefits for welfare recipients.
Overall, the city is working to improve its Provincial Innovation Index (PII) – the framework designed to measure and assess the innovation capacity and performance of provinces and cities across the country. The index aims to promote science, technology, and innovation as key drivers of socio-economic development at the local level.
The city’s mayor requires authorities to work with the Ministry of Science and Technology to enhance the effectiveness of the index to foster the locality’s socio-economic growth through science, technology, and innovation.
