Hanoi aims to upgrade its PCI and PGI rankings in 2024

In 2024, the city is anticipated to rank among the top 20 provinces and cities in the country.

Hanoi hopes to be among the top 20 provinces and cities in the Provincial Competitiveness Index (PCI) and the Provincial Green Index (PGI) in 2024, according to the latest plan signed by Tran Sy Thanh, Chairman of the city's People's Committee.

According to the plan, the Hanoi Institute for Socio-Economic Development Studies will advise the city's People's Committee to issue a set of indicators to assess the competitiveness of the city's departments, sectors and local authorities by June 2024.

Before March 18, 2025, the city will conduct an annual survey, evaluate it, and publish this set of indicators.

The plan outlines specific targets for enhancing the component indices of the Provincial Competitiveness Index (PCI). These include maintaining the current ranking for the "Labor Training" index, increasing the "Business Support Policies" index by at least three positions, advancing the "Transparency" index by at least five positions, and achieving an upward movement by at least 10 positions in seven key indices: "Time Costs," "Fair Competition," "Dynamism and Proactiveness of Provincial Leadership," "Informal Charges," "Market Entry Costs," "Land Access," and "Legal Institutions and Security.

The targets for the PGI component indices include an increase of at least ten ranks in the indices for "Promoting Green Practices," "Minimizing Environmental Pollution and Climate Change Impacts," "Ensuring Compliance with Minimum Environmental Standards," and "Policies and Services to Support Enterprises in Environmental Protection".

The Municipal People's Committee has assigned the responsibility to the heads of departments, sectors and the chairmen of district/town/city People's Committees to coordinate with relevant units to develop and implement plans as well as measures and solutions to achieve the set targets. This will contribute to improving the investment and business environment, enhancing competitiveness, and raising the city's PCI and PGI indices.

The leaders will be accountable to the Chairman of the Hanoi People's Committee for the results of the component indices under their responsibility. They must also report to the Hanoi People's Committee on the progress and results of implementation, as required.

Quang Ninh, Long An, Haiphong, Bac Giang, and Dong Thap were the top-performing localities in the 2023 PCI. Meanwhile, the leading provinces in the 2023 PGI were Quang Ninh, Danang, Dong Nai, Hung Yen, and Ho Chi Minh City.

Hanoi ranked 28th in the 2023 PCI rankings, dropping eight places compared to 2022. Notably, five out of the ten sub-indices for the city in the 2023 PCI declined compared to 2022: "Land Access", "Transparency", "Fair Competition", "Labor Training", and "Legal Institutions and Order".

The 2023 report surveyed nearly 10,700 firms in Vietnam, including over 9,100 domestic private businesses and nearly 1,600 foreign-invested enterprises.
