Amended Capital Law ensures sufficient resources for Hanoi’s development quest: Mayor

The amendment to the Capital Law will serve as the legal foundation for allocating resources to fulfill the vision of establishing a civilized, cultured, and modern capital.

Chairman of the Hanoi People’s Committee Tran Sy Thanh made the remarks today [December 1] during a meeting between the Hanoi National Assembly delegation and voters from Soc Son and Me Linh districts. This meeting came following the conclusion of the 6th session of the 15th National Assembly.

Thanh highlighted the significance of amending the 2012 Capital Law, considering it the primary law establishing a distinct legal framework for the capital.

“Building on the existing law, this amendment incorporates specific mechanisms and policies based on Hanoi's specificities,” Thanh said.

The city’s leader noted that Hanoi's priorities in the upcoming time continue to be the concurrent development of the Hanoi Capital Plan for 2021-2030, with a vision to 2050 and the adjustment of the General Plan for Capital Construction (Plan 1259).

“These plans are being meticulously crafted with modern and comprehensive approaches by dedicated contractors,” Thanh noted.

Thanh informed that the city has actively sought input, engaging domestic scholars and intellectuals through seminars and incorporating ideas from various perspectives to shape and finalize  Hanoi's planning project for 2021-2030.

Hanoi  mayor Tran Sy Thanh  on October 31 chaired a meeting to review the outcomes of the study entitled "Hanoi: Breakthrough Ideas and Strategies."

After two months of research, six breakthrough ideas have been identified to help Hanoi become a globally connected capital with balanced economic, cultural, and social development by 2045. These ideas encompass culture and heritage, green and sustainable urban areas, investment attraction, the digital economy/digital society, modern transportation infrastructure, and a livable environment.

Addressing the city's socio-economic development in 2023, Thanh provided an estimated Gross Regional Product (GRDP) growth of approximately 6.2% and a budget revenue of around VND400 trillion (US$16.45 billion).

Positive outcomes were reported in the fields of social security, culture, education, health, tourism, defense, and security, he noted.

A remarkable achievement highlighted by the city leader was the promulgation and implementation of the decentralization project. The municipal  People's Committee has successfully decentralized nine areas to district governments and delegated 16 fields, comprising 708 administrative procedures, to departments, branches, and affiliated entities.

Thanh underscored the importance of determination and decisiveness in the implementation process, emphasizing that decentralization brings tasks closer to the grassroots level.

Amended Capital Law should address Hanoi's practical needs

During the meeting, voters from Me Linh and Soc Son districts expressed their high appreciation for the Hanoi National Assembly Delegation's members, especially for demonstrating a profound sense of responsibility, making a significant contribution to enhancing the quality of parliamentary sessions, aligning with the expectations of both Hanoi voters and the nation as a whole.

Voters Luong Van Hop from Me Linh District and Nguyen Tat Thanh from Soc Son District conveyed the collective sentiments and hopes of Hanoi voters. Emphasizing the urgency of promptly passing the amended Capital Law, they expressed their desire for the amendment to effectively address current practical needs and ensure the development of the capital in a manner befitting its status and role.

“The long-term vision is for the capital to develop into a prominent political, cultural, and social center, a green, clean, beautiful, modern, and civilized hub," Hop said.

Quach Sy Dung, a voter from Me Linh district, expressed concern about the intricate nature of social housing management.  Suggesting the involvement of private resources in executing social housing policies, he called for more social housing for workers (up to 20,000) in industrial parks in Me Linh District.
