AirVisual and Greenpeace’s report on Hanoi’s air pollution inaccurate: Ministry
Hanoi is currently building 80 air observation stations to cover the entire city as a basis to conclude the city’s pollution level in each specific time.
The 2018 report on global air quality released by AirVisual and Greenpeace Southeast Asia assessing Hanoi as the second most polluted city in Southeast Asia is partial and inaccurate, according to the Vietnam Environment Administration under the Ministry of Natural Resources and Environment.
The administration argued that GreenID only pointed out the data collected from of 20 cities in four countries while there are 11 countries in Southeast Asia. GreenID did not have enough data of eleven countries in Southeast Asia to be able to assess.
The instantaneous data recorded at a time when the value is abnormally high cannot be considered as a representative index of the day to assess the level of air pollution in the city of Hanoi, the administration said on its the portal.
The agency analyzed that when comparing with some other Asian cities, the level of pollution in Hanoi and Ho Chi Minh City is much lower. The partcular matter index PM2.5 in 2018 in Hanoi was 40.8 µg/m3, that in Ho Chi Minh City was 26.9 µg/m3, while the index was 97.1 µg/m3 in Dhaka (Bangladesh), 113.5 µg/m3 in Delhi (India), and ranged from 65.5 to 116 µg/m3 in Chinese cities.
Until now, in Vietnam in general and Hanoi in particular, air pollution mainly focuses on dust pollution. Other gases (NOx, SO2, CO) have a lower average value than the permitted limits. Some areas have NO2 or SO2 pollution but only locally at some points, the agency added.
Meanwhile, in China, India and some other countries, in addition to dust pollution, there is also pollution of NO2, SO2 (due to the use of fossil fuels in heavy industries, hot water, warm repair in winter) with a high level, it added.
At a regular government press conference on April 2, Deputy Minister of Natural Resources and Environment Vo Tuan Nhan also affirmed that report on global air quality released by the Green Creative Development Center assessing Hanoi as the second most polluted city in Southeast Asia is inaccurate, because in the statistical table, there are only data from 20 cities belonging to 4/11 Southeast Asian countries, thus such conclusion is not convincing.
The deputy minister stressed that in Hanoi, through measured parameters, environmental pollution is often concentrated in winter and spring, from December to March.
Results of monitoring from the Vietnam Environment Administration and 10 automatic air monitoring stations of the Hanoi Department of Natural Resources and Environment, reference to monitoring data set at the US embassy shows that PM2.5 index has exceeded the allowed standard in some days of January, February and March of 2019.
"The pollution of dust in excess of the allowable local level in Hanoi is real. The reason is due to the concentration of traffic, numerous construction works, production plants, garbage burning, thus, the level of pollution is higher,” Deputy Minister Vo Tuan Nhan noted.
He added that Hanoi is currently building 80 air observation stations to cover the entire city as a basis to conclude the city’s pollution level in certain timing. The Ministry of Natural Resources and Environment worked with Hanoi’s authority to move polluting facilities out of the capital.
