Vietnam supports Russia’s greater role in Asia-Pacific
Vietnam sees Russia as a priority partner in military technological co-operation on the basis of mutual trust, without a particular aim to act against a third country, stressed Party General Secretary Nguyen Phu Trong.
As such, Vietnam supports and expects Russia to play a greater role in the Asia-Pacific region, promoting peace and stability in the region and around the world, said Trong at a meeting with Russian defense minister Sergei Shoigu on January 23. “Vietnam is focusing on improving the comprehensive strategic partnership with Russia, which is one of our foreign policy priorities,” Trong added.
Meanwhile, Russia treasures bilateral relations with Vietnam and will step up efforts in realizing joint agreements in a broad range of fields, especially on military technology and defense cooperation, said Shoigu.
At a separate meeting with President Tran Dai Quang, the two leaders considered the importance of military co-operation, one of the major pillars in the two countries’ relationship. As such, Quang hailed the efforts made by the two sides’ defense ministries to implement the priority tasks set for 2017, fostering the ties between Vietnam and Russia.
The two defense ministries held the third strategic defense dialogue at the deputy ministerial level in Hanoi in last November. Additionally, every year the Russian side provides scholarships for officers of the Vietnamese defense ministry. The two ministries have also signed agreements on co-operation in UN peacekeeping activities and co-ordination in the framework of the ASEAN Defense Ministers’ Meeting Plus (ADMM+).
Quang appreciated the outcomes of the talks between the two ministers and expressed his support for the measures agreed on. He asked the two defense ministries to gain momentum from past achievements and speed up negotiations to sign a plan for defense co-operation during 2018-2020.
Previously, the Russian defense minister also had a meeting with his Vietnamese counterpart, where Vietnamese Minister of National Defense Ngo Xuan Lich applauded the substantial improvements in delegation exchanges as well as military technology and naval co-operation, UN peacekeeping activities, and experience-sharing in military law, history, art, culture, and sports.
Vietnam is considered as a traditional friend and an important strategic partner of Russia in the Asia-Pacific region, affirmed Shoigu.
The two sides agreed to share long-term views on defense-security matters of mutual concern and boost co-ordination in traditional fields, including a military technical co-operation, focusing on mutual benefits and peace as well as stability in the region and around the world.
Taking on the meaning of Shoigu’s visit to Vietnam, Emeritus Professor Carl Thayer told Hanoitimes that it is “to seek Vietnam’s continued support for Russia’s role in East Asian security.”
“The two sides will likely talk about continued Russian support for the maintenance and servicing of military platforms and weapons already provided to Vietnam, co-production of military weapon systems such as missiles, professional military education and training, and possible new weapons sales” Thayer said on January 22, one day before the Russian Minister of Defense’s trip.
In 2017, the Vietnamese Navy commissioned the final two of six Russian-made Project 636 Kilo-class diesel-electric submarines for US$2 billion, as well as two Gepard-class (Project 11661) light frigates.
