Vietnam parliament convenes 7th session today, kicks off process to elect new leader

A key focus of this session will be the election of the country's top positions, including the Chairman of the National Assembly and the State President.

The 7th session of the National Assembly is scheduled to convene today [May 20], with the focus on the process of electing its new chairman.

The process of vetting and deciding on senior personnel appointments will take place over two days. Deputies will first elect the Chairman of the National Assembly and then the State President.

Four days ago, the Party Central Committee nominated General To Lam, a member of the Politburo and Minister of Public Security, and Tran Thanh Man, a member of the Politburo and Permanent Deputy Chairman of the National Assembly, for the positions of State President and Chairman of the National Assembly, respectively.

During the opening session, deputies will hear reports evaluating the supplementary report on the results of the 2023 socio-economic development plan and state budget implementation, as well as the situation in the first months of 2024. The Chairman of the Vietnam Fatherland Front will present voter petitions submitted to the 7th session, and the Head of the Ombudsman Commission will report on the oversight of voter petition resolutions from the 6th session.

Secretary-General of the National Assembly Bui Van Cuong said that the session will take 2.5 days for interpellation. The National Assembly Office has compiled over 10 topics, from which the Ethnic Council and various committees of the National Assembly will choose six for questioning.

On the basis of these six areas, the Secretary-General has consulted the National Assembly Standing Committee to narrow down the list to five topics: natural resources and environment; audit; industry and trade; culture, sports, and tourism; and education and training. The National Assembly will then vote to select four topics for questioning.

During the 27-day session (first phase from May 20 to June 8, second phase from June 17 to 28), the National Assembly will debate and vote on 10 bills, including amendments to the Social Insurance Law; Road Law; Road Traffic Safety and Order Law; revised Capital Law; amendments to certain provisions of the Asset Auction Law; and amendments to the Law on the Management and Use of Weapons, Explosives, and Assistive Devices (following a single-session procedure).

Deputies will also provide initial feedback on amendments to the Notary Law; Cultural Heritage Law; Geology and Minerals Law; Law on Civil Air Defense; the revised Law on Prevention and Combating of Human Trafficking; Fire Prevention and Fighting and Rescue Law; Urban and Rural Planning Law; amended Value Added Tax Law; Juvenile Justice Law; and amendments to certain provisions of the Pharmacy Law.
