The Capital City to strictly manage natural resources and minerals

The Hanoi People’s Committee has recently issued Document No. 5840/UBND-DT on exploring and evaluating sand reserves for auction of sand mining right.
Under the Document, the Municipal People’s Committee requests Department of Natural Resources and Environment to initiate a project on exploring, assessing reserve and quality of minerals in 26 mining places in rivers of Hanoi for auction of sand mining right.

After the project is approved by the Municipal People’s Committee, the Department of Natural Resources and Environment selects units to realize it, explore and assess sand reserve and quality, and report to the Hanoi People’s Committee.

Based on the result approved by the Hanoi People’s Committee, the Department in cooperation with agencies, sectors, People’s Committees of districts and towns build annual action plan, and submit to the Municipal People’s Committee for further approval and implementation according to the law. 

In 2018, Hanoi will plan auction of five mining places, and learn experiences for further auction in the next years. The city will review, amend and supplement planning on exploring, exploiting and using minerals in Hanoi, and supplement planning on sand mining places in accordance with regulations and status in rivers of Hanoi.


The Authority of Plan and Investment and Department of Finance promptly realize Document No. 9323/VP-DT dated October 5, 2017 of the Municipal People’s Committee on submitting proposal and report to the Municipal People’s Committee, which focuses on proposal of the Department of Natural Resources and Environment under Document 7642/STNMT-KS dated September 15, 2017 on approving 26 sand mining places for further auction. 

Hanoi Authority also allocate funds for exploring sands in next years and amending, supplementing the planning on exploring, exploiting and using minerals in Hanoi.

The Department of Natural Resources and Environment, relevant agencies and People’s Committees of districts and towns implement Plan 118/KH-UBND dated June 1, 2017 of the Hanoi People’s Committee on overcoming shortcomings, increase inspection and examination, check compliance with law on sand exploitation and exploration, and severely punish violations.
