Furthermore, it is necessary to create the "core values" for the city, which are the environment, life quality associated with the traditional cultural values and the preservation of architectural heritage and historical buildings, Thuc said.
Director of Hanoi Department of Planning and Architecture Le Vinh said that in order to improve the life quality and preserve the historical and architectural heritage in the capital’s core urban areas, Hanoi has developed the project that the city will reduce its residents from 1.2 million to 0.8 million in historic inner areas by 2030.
Besides, Hanoi will relocate production facilities, hospitals, schools, offices to the outskirts of the capital. The plan will be implemented according to the capital’s law and Hanoi’s orientation for general construction, Vinh said.
Building the "core values" for the capital is still on the roadmap, with a focus on building a smart city to improve adaptability to changes, which are short-term difficulties such as floods, traffic congestion. Moreover, it will response to sustainable development in the future, Vinh stressed.
Vinh added that in the master plan for Hanoi’s construction by 2030 with a vision to 2050, the city has orientated to develop a smart city with characteristic identities, civilization and modernity by developing tools for managing urban planning and architecture in a sustainable manner, encouraging the application of some criteria such as "green city", "green buildings", etc. to meet regional and international standards.
In order to achieve this orientation, Hanoi will accelerate planning, focusing on rapid approval of zoning plans, detailed planning of technical and social infrastructure, Vinh said.
Besides, the capital city will improve the legal policy to supplement and adjust some contents in the Law on Capital City, improve the quality of human resources and administrative reform to create qualified people who are knowledgeable, creative and adaptable to the trend of the 4.0 technology revolution, Vinh added.
