The first priority is speeding up mass transit projects. Hanoi has planned to build eight metro lines to cover roughly 10% of the total transport volume in the next 10 years.

Of under-construction metro lines, the first and foremost task is putting long-stalled Cat Linh-Ha Dong Urban Railway, which is scheduled for operations in 2018 into operation. This will be Vietnam’s first metro line ever, with significant funding and technological know-how provided by China.

The second task is to preserve and exploit cultural heritages, including tangible and intangible values to make it indispensable part of Hanoi, the millennial city.

Environment continues to be a big problem, mostly the huge volume of waste, open dumping, serious pollution of rivers, and an alarming rate of air pollution. Overloaded waste treatment and recycling and poor investment in this sector remain problematic.

Violations in construction sector and legal shortcomings in repairing old apartment blocks continue to be listed in the main tasks.

 Traffic in Hanoi's downtown.

The last but not least, traffic system continue to cause headache to the city’s leadership with the short-term target of increasing traffic area by 15-20% in the next five years. It requires Hanoi’s efforts to have a well-prepared traffic planning, including underground traffic, better connection of ring roads, and bridges over the Red River.
