Singapore shares experience in smart city building with Hanoi
Vice Chairman of the Hanoi People`s Committee Ngo Van Quy had a working session with a business delegation in the field of smart city from Singapore on March 28.
Working with Hanoi this time, the business delegation from Singapore comprised enterprises specializing in intelligent digital infrastructure solutions, smart and safe mobility, and public security.
On this occasion, the delegation wished to discuss with Hanoi about the building of smart cities in the areas of national defense and security, urban mobility, development of finance, science and technology.
Sharing with Hanoi about the construction of smart cities, the Singaporean business delegation emphasized that Singapore's journey into a smart nation started in 2014 due to the need to address the challenges of population aging and increasing urban density, through the use of technology.
At the meeting, Vice Chairman of the Hanoi People's Committee Ngo Van Quy affirmed that Vietnam and Singapore had good cooperative relations. Singapore is one of the top countries investing in Hanoi. About Hanoi Capital, the Vice Chairman emphasized that Hanoi, with the population of about 7.8 million people, was not only the center of national political and administrative affairs, but also the center of the country’s culture, science, technology and education.
The city leader also emphasized that in Hanoi's labor force, young workers occupied 60%, trained workers reached 60%; economic growth rate was over 8%; Ha Noi accounted for 16% of the national GDP, 20% of the state budget revenue and 20% of the social investment. Hanoi is considered as a stable political environment, ensuring safety for domestic and foreign investors.
The Vice Chairman advised that the direction for Hanoi’s development and investment attraction from now to 2030 would concentrate in a number of areas such as developing railway infrastructure, belt systems, radial road system, parking lots and public transport; building urban center with satellite urban areas that reach green-clean-beautiful standard; addressing issues related to water, waste treatment; developing industrial zones and clusters as well as logistics in the capital city; promoting high quality education; building modern hospitals; developing hi-tech agriculture; striving to turn tourism into a spearhead industry; especially, researching on and starting the building of e-government and smart city.
Talking with the Singaporean delegation, Deputy Director of Hanoi Information and Communication Department Dang Vu Tuan said that Hanoi began implementing e-government in 2008.
To date, the city has deployed nearly 1,000 level-3 online public services to serve the people. Hanoi targets 100% deployment of level-3 online public services in order to facilitate the people as well as the effective implementation of administrative reform in the coming time.
The Deputy Director also shared with the Singaporean delegation some success of Hanoi in building a population database. In addition, he mentioned good implementation of smart solutions in other areas, specifically, in traffic: parking system (I-parking), vehicle electronic ticket, traffic monitoring camera; in healthcare: electronic records to monitor people’s health, screening for early cancer detection; in education: electronic academic transcript software, online enrollment, etc. Especially in the near future, Hanoi will have a centralized monitoring and management center of the city on Vo Nguyen Giap road.
The Singaporean delegation’s representative supported Hanoi authorities’ high consideration of the Government’s role in building a Smart City/Nation, furthermore, would like to discuss more about the implementation of concrete plans in the next 5 to 10 years. In addition to intensifying the implementation of the above-mentioned areas, the Singaporean delegation also wants to have pilot projects to implement in the coming time.
The delegation’s representative invited Vice Chairman Ngo Van Quy and Hanoi’s delegation to visit Singapore and other key institutions and agencies involved in the building of Smart Cities in Singapore.
Responding to the Singaporean delegation at the meeting, Vice Chairman of the Hanoi People's Committee Ngo Van Quy highly appreciated the sharing of Singapore’s experience with Hanoi. At the same time, he hoped that Singapore would continue to cooperate and support Vietnam in general, Hanoi in particular, in many areas and especially in building Smart Cities in the coming time.
