PM Nguyen Xuan Phuc appreciates relationship with ASEAN’s partners
On September 7 afternoon, while attending the ASEAN+1 Summits with the Republic of Korea (RoK), Australia and the United Nations (UN); the ASEAN+3 Summit; and the Mekong-Japan Summit in Vientiane, Laos, PM Nguyen Xuan Phuc made the remarks that Vietnam always treasures ties with ASEAN’s external partners.
At the meetings, external partners appreciated the role of ASEAN and suggested measures to strengthen ties with the bloc in various fields. Meanwhile, ASEAN member countries asked the partners to further enhance the effectiveness of existing mechanisms, provide support in terms of resources and experience to improve capacity and bridge the development gap, and exert joint efforts in response to transnational challenges, contributing to peace, stability and prosperity in the region.
The Vietnamese PM stressed the UN’s pivotal role in the international political life, hailing the organization as an indispensable foundation for a more peaceful, prosperous and equal world, and the ASEAN-UN relations of significance to regional peace, security and prosperity.
He suggested both sides work together to implement the goals set in the ASEAN Vision 2025 and the UN’s 2030 Agenda for Sustainable Development. The PM called on the UN to support the enhancement of ASEAN’s capacity in coping with climate change, implementing the 2015 Paris Climate Conference (COP 21) commitments and managing natural disasters; urge the parties to build trust; and conduct preventive diplomacy to prevent and manage disputes in the region.
Discussing regional and international issues, leaders of ASEAN member states and external partners reached consensus on strengthening cooperation efforts for peace, stability and development in the region. They stressed the need to work together aiming to cope with natural calamities, climate change, terrorism, human trafficking and sea security challenges. Given the recent happenings on the Korean Peninsula, the leaders called on involved parties to exercise self-restraint and facilitate dialogues in order to maintain peace and stability, towards denuclearization of the peninsula. They also highlighted the significance of maintaining peace, security, stability and aviation and navigation freedom in the East Sea; exercising self-restraint; not using or threatening to use force; peacefully resolving disputes in line with international law, particularly the 1982 UNCLOS; fully and effectively implementing the DOC; and soon finalizing a COC in the East Sea.
** The same day, Prime Minister Nguyen Xuan Phuc had fringe meetings with his Japanese and New Zealand counterparts in Vientiane.
Japanese PM Shinzo Abe affirmed that Japan will continue to help Vietnam achieve sustainable development and provide Official Development Assistance (ODA) to Vietnam, including a project on climate change adaptation and another on infrastructure at Hoa Lac Hi-tech Park.
He also pledged to encourage Japanese hi-tech firms to invest in Vietnam.
Both the Vietnamese and Japanese PMs expressed concern about recent complicated developments in the region and underlined the importance of maintaining peace, security and cooperation in the East Sea.
They stressed the rule of law and the settlement of disputes by peaceful measures in line with international law and the 1982 UN Convention on the Law of the Sea (1982 UNCLOS), and reached a consensus that the two countries will intensify joint efforts towards those goals.
Meeting with PM John Key, PM Phuc proposed Vietnam and New Zealand develop detailed plans to implement their comprehensive partnership in all areas in the next 3-5 years, with priority given to economic-trade-investment cooperation.
He asked New Zealand to facilitate market access for Vietnam’s agricultural products, first of all fruits such as rambutan, star apple and grapefruit, by relaxing quarantine and food safety standards for Vietnamese agro-fishery products.
The PM also proposed that New Zealand grant more scholarships to Vietnamese students and allow more Vietnamese workers under the working holiday scheme. PM John Key said New Zealand is willing to help Vietnam with experience and technology to develop food, processing and dairy industries, and took note of Vietnam’s request on market access.
The two government leaders shared the view on the importance of maintaining peace, security and cooperation in the East Sea, settling disputes by peaceful means on the basis of respect for international law and the 1982 UNCLOS, and pledged to coordinate efforts to achieve those targets.
