The article is in response to the General Secretary of the Central Committee of the Communist Party of Viet Nam (CPV) Nguyen Phu Trong’s article titled “A number of theoretical and practical issues on socialism and the path towards socialism in Vietnam”, which was written on the occasion of the 131st birthday of President Ho Chi Minh (May 19) and the elections of deputies to the 15th National Assembly and all-level People's Councils 2021-2026 (May 23).

The Hanoi Party Committee is the largest one in the country, with 50 grassroots Party committees and more than 450,000 members. The committee, over the past time, has been disseminating the content and spirit of General Secretary Nguyen Phu Trong's article to all levels of Party committees, officials, Party members, and the people. It can be deeply realized that the General Secretary's article is a research work of strategic importance and special significance, showing enthusiasm, responsibility, deep theoretical and scientific thinking, and comprehensive with many new points of view, reflecting both ideological, theoretical, and practical levels.

One of the major issues pointed out in the article by the General Secretary that we must have to pay attention to is: “Building socialism means creating a qualitatively new type of society, which is by no means a simple or easy task. This is a grand and innovative endeavor, full of challenges and adversities. It is a self-driven, continuous, long-term, and goal-oriented cause that cannot be rushed.”

The General Secretary also emphasized that: “The Communist Party’s leadership is a factor that decides the success of the doi moi (The renewal) and ensures our country’s development in line with the socialist path, we pay special attention to party building and rectification. This task is critical to the survival of the Party and the socialist system.”; and “Our Party perseveres with Marxism - Leninism and Ho Chi Minh Thoughts as the foundation and lodestar for the revolution, and holds democratic centralism as the fundamental organizing principle.”

The vivid reality of the Vietnamese revolution over the past 90 years has proved that in Vietnam there is no other political force, apart from the Communist Party of Vietnam, which has enough bravery, wisdom, experience, prestige, and ability to lead the country overcoming all difficulties and challenges and bring the nation to glory and victory. These achievements have been gained because our Party consistently, firmly grasped and applied creatively and correctly Marxism-Leninism and Ho Chi Minh's thought, at the same time, we have always attached great importance to Party building and rectification, considering this a key and decisive task to the strength and prestige of the Party.

The Resolution of the 13th Party Congress affirms that the results of the Party building and rectification work in the past terms have made a very important contribution to the country's prosperity, posture, and prestige. People's trust in the Party has been further strengthened, creating a solid foundation for the country’s rapid and sustainable development in the coming years.

From the reality of doi moi, the 13th National Congress of the Party has summarized five great lessons, in which the first lesson is to learn about the building of the Party that “Party building and rectification must be implemented comprehensively, synchronously and regularly in terms of ideology, politics, morality, organization, and staff.” This is an important basis for our Party to continue applying, promoting, and developing creativity in leadership and direction, firmly overcoming difficulties and challenges in the new revolutionary period.

However, besides the successes, the Party has frankly pointed out a number of shortcomings in the Party building work, especially the regression of the political ideology, morals and lifestyle, bureaucracy, corruption, and waste from a number of cadres and Party members, who have weakened the Party and threatened its survival, and reduced people's trust in the Party.

In the current context, besides new opportunities, our nation is dealing with many difficulties and challenges, and threats to the independence, sovereignty, and strategic interests of the country land, especially in the East Sea; non-traditional security issues, climate change, environmental pollution, epidemics, and an increasing number of plots and activities of sabotage by hostile forces.

Facing new requirements of the Renewal Process, the Party would not stand firm and be strong enough to lead the country forward if it did not maintain morality, lifestyle, and revolutionary nature as well as high consistency in will and action and support from the people. If the Party is not strong and pure, the people's trust will gradually decrease. Therefore, the task of building and rectifying the Party has become more urgent than ever that has been emphasized in the Resolution of the 13th Party Congress that: “In the coming years, it is necessary to attach special importance to and further promote the comprehensive building and rectification of the Party in terms of politics, ideology, morality, organization, and cadres work.” and in the General Secretary Nguyen Phu Trong’s article that: “Success or failure depends, first and foremost, on the correctness of the Party guideline and its political fortitude, leadership, and combativeness.”

Party building - an important task to gain success

After the birth of the Communist Party of Vietnam on February 3, 1930, the provisional Executive Committee of the Hanoi Party Committee was established on March 17, 1930, at No. 42 Hang Thiec Street. The committee was honored to become the earliest established party committee in the country.

After more than 90 years of construction and development, with wisdom, bravery, and resilience, in addition to the spirit of initiative and creativity, and the will to strive without fear of hardships and sacrifices of cadres and Party members, the Hanoi Party Committee has led local people to gain many great achievements, including successfully leading the struggle to seize power for the people, contributing to the country’s great victory of the August Revolution; leading the struggle to protect the revolutionary achievements as well as actively participating in the resistance war against the French colonialists; leading the people to gain victory in the cause of building and defending the capital city against the American imperialist invasion; and leading the people, together with the whole country, to implement the doi moi process successfully.

During the past 35 years, the Party Committee and people of Hanoi have made great efforts, together with the people of the whole country, to gain the success of the Doi moi process and great achievements. Hanoi has been deserving to be the heart of the country, the political and administrative head of the country, and a major center of culture, science, education, economy, and international transactions.

With such great achievements, Hanoi is honored to be awarded the title of Heroic Capital City by the Party and State and Gold Star Medal three times. The prestige and posture of the capital in the region and the world has been increasing that has been recognized by UNESCO as City for Peace and Creative City.

The practice has proven that the Party Committee of Hanoi City - a Party Committee typical for its clean and strong in politics, ideology, organization, cadres, and morality - is the decisive factor for all victories of the city.

To achieve these results, besides the important lesson of unifying ideology for action, the Hanoi Party Committee has always been imbued with the lessons of Party building and rectification pointed out in the Party's resolutions, especially in the current period as the 13th Party Congress’s Resolution is further emphasized and affirmed in the article of General Secretary Nguyen Phu Trong.

The Party Committee of Hanoi determines that the Party building and rectification is an important and regular task. In recent terms, the city's Party Committee has made many breakthroughs, creating strong changes in Party building and rectification, improving the quality of activities of the Party and political organizations. Many new and innovative policies have been issued, while the political system from the city to the grassroots has been reinforced.

The city has been focusing on self-criticism and criticism to clarify limitations and shortcomings, thereby proposing solutions to build up a routine of work in the Party. The Party Committee always attaches great importance to the inspection, supervision, and enforcement of Party discipline as well as promoting the fight against corruption, the practice of thrift, and waste prevention. During the 2015-2020 term, the Party committees at all levels helped localities and units remove difficulties and reinforce weak Party grassroots organizations to push back negative factors. The Party decided disciplinary measures against 4,143 Party members who had violated the Party’s rules.

The leadership method of the Party Committee and Party committees at all levels is regularly renewed. The Party always attaches great importance to innovation in thinking, leadership style, and methods with a focus on comprehensive leadership; proactive forecast, evaluation, and analytics on new issues and potential complicated areas to take initiative in handling arising problems timely, flexibly, creatively, and effectively. In particular, as soon as the Covid-19 pandemic occurred, the municipal Party Committee promptly issued Directive 31-CT/TU responding to the call of General Secretary and President Nguyen Phu Trong for implementing the twin goal of containing the Covid-19 pandemic and reviving the economy.

Besides the achieved results, the city’s Party building work still reveals some limitations and shortcomings that need to be handled in the coming time, including the role of the political nucleus and leadership capacity in some grassroots Party committees and organizations, are still weak; the spirit of self-criticism and criticism of some Party organizations and members are still limited; a number of Party members, including key cadres, show signs of degradation in political ideology, morality, lifestyle, even some of them have broken the law and borne criminal liability.

Hanoi Party Committee is the largest party in the country, all successes, as well as limitations and shortcomings in the Party building work, are very important for the whole Party in general and for the city’s Party Committee in particular. These limitations and shortcomings in the building and rectification of the Party have posed many problems that need to be resolved. In the coming time, the city will continue spreading the spirit of the General Secretary's article widely in each level of the Party committee and further implementing the Party building and rectification work.

Keys to overcoming

The cause of innovation must always be consistent with the goal of national independence associated with socialism - because socialism does not only bring independence to the nation but also the only right way to realize our aspiration of a prosperous and happy country. The whole article of the General Secretary does not only show the foresight and sharp thinking but also the political bravery of the Party leader in the face of changes in the domestic and international situation.

The article also reflects the unchanged vision, aspirations, and goals of the Communist Party of Vietnam and the Vietnamese nation. It has made a great impact on the thoughts, feelings, and actions of each Party organization and party cadre, and people.

Hanoi and Vietnam, in the next years, are foreseen to have a lot of opportunities for rapid development in all aspects while facing many difficulties and challenges. To satisfy the people's trust, the Party must regularly rectify mistakes, limitations, and shortcomings, seriously practice self-criticism and criticism; rely on the people to build and rectify the Party to be truly pure and strong, enabling it to promote the spirit of consolidation, the strength of national unity and lead the country to become a socialist-oriented developed country by the middle of the 21st century.

On this journey, the Party Committee of Hanoi needs to clarify the limitations, shortcomings, and difficulties, and challenges, thereby bringing into full play the historical and cultural traditions and the new posture of the city as well as aspiration and will to innovate the leadership method and build a group of qualified, capable and reputable cadres.

These efforts will go along with the direction to all levels and branches of the Party to complete the tasks assigned by the Central Committee as set by the 17th Hanoi Party Congress, especially Program No. 01-CTr/TU on strengthening Party building and rectification, and building clean and strong Party committee and political system, and administrative reform in the 2021-2025 period – that’s all aiming to make a rich, beautiful, civilized and modern city, worthy of the trust and love of the people nationwide and contributing to building our country to be a prosperous country as the wish of beloved Uncle Ho.
