Party Central Committee convenes meeting to introduce State senior personnel
On July 4, the 3th plenum of the 12th Party Central Committee was opened in Hanoi to discuss working regulations and introduction of high-ranking State personnel. Party General Secretary Nguyen Phu Trong chaired the conference.

At this meeting, the Central Committee for discussion and decision: the working regulations of the Central Executive Committee, the Politburo and the Secretariat; Working regulations of the Central Inspection Commission; Regulations to implement the Party Statute; Regulations on the inspection, supervision and discipline of the Party; the introduction of senior management personnel of state agencies and a number of other important issues.
On behalf of the Politburo, the Secretariat and the General Secretary Nguyen Phu Trong spoke content highlights the central importance to discuss the idea. The working regulations will be for the Party Central Committee, the Political Bureau, the Secretariat, the Central Inspection Commission. There are also discussions on regulations on enforcement of Party regulations; regulations on Party inspection, supervision, and discipline; and other important issues.
Addressing the opening ceremony, Party General Secretary Nguyen Phu Trong emphasized that the plenum takes place right after the successful election for the 14th National Assembly and People's Councils for the 2016-2021 term.
In his opening speech, the Party Chief said the working regulations of the Party Central Committee, the Politburo, the Secretariat and the Commission for Inspection should be built on the previous ones and need to be specific, cohesive and suitable with the reality, ensuring democracy will be promoted further and discipline must be well maintained.

It is necessary to improve capacity and efficiency in the Party’s leadership and promote the autonomy, creativity and responsibility of other organisations in the political system, he added. The Party General Secretary asked Party Central Committee members to directly give feedback to draft regulations concerning inspection, supervision and enforcement of the Party Statute.
He also underlined the importance of personnel recommendations for State agencies in 2016-2021, saying “it is a crucial task”. He said at the 13th National Assembly’s 11th session, NA deputies elected and approved the posts of President, Prime Minister, National Assembly Chairperson and 34 other leaders of State agencies, introduced by the Party Central Committee at its second meeting.
At this meeting, these posts will not be re-voted, but the remaining 13 posts that have not yet be introduced to the 12th Party Central Committee’s second plenum will go through a voting before being submitted to the 14 th National Assembly for consideration, election or approval at its first session.
The whole Party, people, and army have proactively and promptly implemented the Resolution of the 12th Party Congress and strived for the 2016 preset norms; resolutions, conclusions, and directions of the Party Central Committee, the Political Bureau, the Secretariat, resolutions of the National Assembly and the Government; and prepared for the upcoming first session of the 14th National Assembly.
The Party chief stressed that the agenda is of great importance. Hence, he suggested Party Central Committee members discuss the planned issues thoroughly and make decision at the end of the plenum.
The third plenum is scheduled to run till July 8.
