Hanoi tries its best to perform key tasks in the last quarter of 2017

The Hanoi Party Committee has recently issued Announcement No. 927-TB/TU, presenting conclusion of 10th session of the 14th Municipal Party Executive Committee (2015-2020 tenure).
Under the Announcement, the Municipal Party Committee urges effort to perform following tasks:

Promptly organize meeting to popularize Resolution of the 6th Party Central Committee (tenure 12), and have a plan to implement it effectively and on schedule; direct the review and assessment of Party member quality in 2017 according to new regulation of the Party Committee, while tackling shortcomings and defects according to Resolution of the 4th Party Central Committee (tenure 11 and tenure 12), and Directive 05 of the Politburo; stipulate responsibilities of officials and Party members, in particular leaders of agencies and units; further carry out Resolution 39 of the Politburo, build the contingent of cadres and civil servants in both quality and quantity to meet demands and requirements;



 
Enhance Party building comprehensively; increase effort to grasp the situation and give orientation for social opinions; increase inspection, supervision and implementation of Party discipline; enhance internal affairs; prevent and combat bureaucracy, corruption and wastefulness; practice thrift; fulfill tasks of organizing dialogues and receiving feedback of the people; promptly handle problems at grassroots level; promote the role of supervision and criticism of the Fatherland Front, political and social organizations;

Direct implementation of tasks and measures to fulfill socio-economic growth targets in 2017; boost growth of the sectors and fields to reach economic development targets, details as following: enhance circulation of goods, stimulate consumption; closely control price and market situation, especially at the end of the year and Lunar New Year; speed up the progress of disbursing public investment, and accelerate progress of key works, especially traffic works; increase effort to reach targets of state budget expenses and revenues. The Party Official Section of the Municipal People’s Committee is assigned to give instruction, assign task to each staff, increase inspection, and urge implementation of the tasks;


 
Take drastic measures to manage construction, urban order, natural resources and environment. Secretaries and Chairpeople of the districts, suburban districts and towns in cooperation with city’s departments and sectors shall give timely guidance to ease difficulties and shortcomings, speed up the progress of capital construction projects, issue certificates of land use right and ownership of properties on land to organizations and individuals; protect urban order, civilization and environmental sanitation, and prevent further violations; implement investment projects on solid waste treatment plants at district level and inter-district level, as well as investment projects on domestic waste treatment at city level according to planning; proactively prepare plans to prevent, control flooding and storm, and to protect lives and properties;

For cultural and social development: enhance popularization, encourage people to implement the Code of Conduct in work places and Code of Conduct in public places, thus creating significant change in sense of civil staffs and people, and create jobs for laborers; improve quality of education and training; take care of people’s health, prevent and control diseases, increase the prevention and fight against dengue fever, take drastic measures to handle disease areas, and cooperate with Ministry of Health to analyze and point out reasons of disease outbreak, thus giving measures to prevent and control dengue fever, and increase management of food safety and hygiene; ensure social welfares, support lonely old people and children under difficult circumstances, sustainably reduce poverty, and build new-style rural area;

Ensure political security, social order and safety, as well as national defense in the area; follow up the situation in grassroots, especially places with complicated cases; well perform the task of receiving people, settle complaints and denunciations, and prevent hot spots or large crowded petitioners as stipulated in the Directive and Resolution of the Municipal Party Committee; increase sense of Party members, officials and people, and increase measures to prevent and fight fire and explosion in the area.
