Hanoi to resolutely revoke delayed projects: Chairman Chung
Land is one of the most important resources for developing the capital. The management and use of land for the right purpose and maximizing the effectiveness of these special public assets belong to the capital’s authority and people.
Hanoi city will continue to review and take back land in projects that investors are no longer able to implement.
Chairman of the Hanoi People's Committee Nguyen Duc Chung made statement at the question and answer session held by the Hanoi People's Council on August 13 on the management of non-budget projects in the city that use public land but run slowly and violate the land law.
Chairman Nguyen Duc Chung received comments from the People's Council and confirmed that Hanoi’s leaders will keep improving the quality of land management, creating conditions for investors, effectively using land resources, and creating an important resource for the capital’s development.
Investors's capabilites in question
Speaking at the Q&A session, Chairman Chung affirmed that the issue of delayed land-use projects catches public attention and causes public concern.
The chairman pointed out that the first reason is the weak capacity of investors. The projects fall short of working capital as investors cannot meet financial demand for multiple projects at the same time.
In addition, Chairman Chung pointed out other subjective causes leading to the delay of many projects including prolonged clearance, changes in land policies, poor governance by the city, and a lack of coordination between departments and districts.

Emphasizing that land is an important resource, Chairman Nguyen Duc Chung said that this kind of resource contributes 80 percent of Hanoi's development capital.
In 2017, Hanoi collected more than VND33,708 billion (US$1.45 billion) of land-use fees, over VND4,847 billion (US$208.4 million) of rental land fees. Non-budgeted projects that use public land have contributed to the development of urban infrastructure, transport, housing, and job creation. In recent years, Hanoi’s land-use control has been implemented more closely and effectively, Chung added.
However, receiving comments of the representatives from the Hanoi People's Council, Chairman Chung assessed the situation of delayed deployment in a number of projects that need to be handled resolutely. For that purpose, Chung proposed a number of solutions.
Firstly, the Hanoi People's Committee will develop the plan, assign and urge the departments and branches of the city to inspect and withdraw the unqualified projects, Chung said.
Secondly, Hanoi will continue to dialogue, clarify the obstacles, thereby trying to coordinate with the ministries, sectors to remove difficulties for businesses, investors and at the mean time asking investors to commit to implement the project on schedule, Chung added.
Thirdly, Chairman Chung said that Hanoi is urgently implementing software management projects to closely monitor the pace of the project as well as investors’ activities after being licensed.
Speaking at the meeting, the Chairwoman of the Hanoi People's Council Nguyen Thi Bich Ngoc expressed satisfaction with the session. With 33 questions, the Chairman of the Hanoi People's Committee answered the question satisfactorily, giving a comprehensive picture on the projects in the city and pointing out those violating the Land Law, finding out the causes and setting a resolution roadmap, Ngoc said.
Ngoc stressed the need for investors in the project to commit to timely implement projects that the City People's Committee will review immediately.
