Hanoi to enhance service quality and develop public transport bus system

Hanoi People’s Committee has recently issued Announcement 207/TB-UBND, stating conclusion of the People’s Committee leaders at the meeting on project “Improve service quality and develop public transport system by bus in Hanoi in the 2016-2020 period and orientation to 2025”.

Accordingly, Hanoi People’s Committee assigns Department of Transport and Hanoi Transport Corporation to assess the current bus system. In order to reach target of improving service quality and develop the public transport bus system, the project should specify roadmap and assignments; the Department of Transport and Hanoi Transport Corporation conduct survey and assess organization, management and operation of the bus system, and point out shortcomings and reasons, hence giving targets for the future.

Bus lines are reviewed and re-organized, and supplemented with new lines; Hanoi Transport Corporation founds a specialized section to cooperate with the Department of Transport and realize the task. Hanoi Transport Corporation can conduct inspection directly or hire companies to inspect the bus lines. The Department of Transport supervises and verifies the result; if Hanoi Transport Corporation meets all necessary and sufficient conditions, the lines can be launched after 5 days. Training courses are organized to improve qualification of manpower.

Expenses to improve service quality and develop public transport bus system are mobilized from development capitals of the Transport Corporation. The Department of Finance is assigned to guide borrowing of loan with preferential interest rate and borrowing via city’s Investment Fund.

Hanoi Transport Corporation is allowed to run advertisement on bus, sign contracts on advertisement on bus, and manage and use proceeds from the advertisement to upgrade the vehicles. The Corporation is also asked to improve infrastructure, reduce the size of workforce and streamline its operation, increase inspection, and conduct popularization. The Police Department is in charge of guaranteeing safety for passengers and handling pickpocket on buses and at bus stops.

The Department of Transport sums up and assesses the operation of Bus Rapid Transit (BRT) over the past three months, works with World Bank and reports to the Municipal People’s Committee. The Department of Transport and Ha Noi Transport Corporation add aforementioned issues to the project, complete it and submit to the Municipal People’s Committee.
