Hanoi to deal with unqualified public servants

The city’s public servants with limited capacity and lack of responsibility would get fired under the municipal program of workforce cut down.
Particularly, the city aims to improve the municipal labor force, hence facilitate the citizens’ access to administrative procedures, under its newly issued project.
Hanoi Mayor Nguyen Duc Chung recently inked the project “Enhancing and improving the relation between citizen and Hanoi authority for the modern, professional and effective administration mechanism.”
Accordingly, Hanoi set a target that by 2020, the satisfaction level of people and enterprises to administrative agencies would reach over 80%.

In addition, the city strives head to the target of over 80% individuals satisfying with the city's public services, particularly on burning sectors of education and health... Besides, 100% of administrative agencies shall maintain effective hotline, set up consultancy and support channel for the citizens and enterprises in implementing administrative procedures.
Also, the city will intensify its inspection on administrative discipline, public service ethics and codes of conducts. Those with limited capacity, lack of responsibility and failure to meet the working demand can get fired.
The city will also strictly punish the irresponsible individual and state units’ leaders in dealing with the procedures of licensing, business registration, customs, certificates of land use right, certification, medical examination and treatment ...
The Mayor assigns specific tasks and responsibilities to relevant units, such as Municipal office, Department of Internal Affairs, Department of justice, Department of science and technology, Department of information and communication and city inspectorate.
The city leaders focus on improve the links between citizens and government.  “The relationship between citizens and the city's administrative authorities is not well appreciated by the people while transparency in some administrative activities is not guaranteed”, said Mayor Chung. The city also acknowledged that the above restrictions "have affected the legitimacy of law and the people’s belief in the government”, added Chung.
Administration reform lies among key phases of Hanoi development master plan during 2016-2020, besides human resources and infrastructure targets.
