Hanoi targets basic digital literacy for everyone

The Community Digital Transformation Teams will work to fulfill their assigned missions.

An initiative titled "Exploring Every Alley, Knocking on Doors: Guiding Every Resident to Digital Empowerment", led by the Community Digital Transformation Team, will unfold across the city from October 1 to 10, 2024.

The Hanoi Department of Information and Communications is set to take the helm, collaborating with various agencies to roll out this impactful campaign and ensure that every household is equipped to harness the power of digital services and applications.

The latest move was part of a directive signed by Vice Chairman Ha Minh Hai, which emphasizes the need to invigorate the activities of the Community Digital Transformation Team.

To strengthen local engagement, Vice President Ha Minh Hai has asked the Hanoi Department of Information and Communication to spearhead innovative digital transformation models in villages and communities, focusing on five essential digital skills. This initiative is intended to collect and share inspiring examples and creative practices from successful community projects.
In addition, the department is inviting digital technology companies and social organizations in the city to actively participate by assigning skilled personnel to the Community Digital Transformation Team to foster community collaboration.

Digital technology, postal, and telecommunications companies are encouraged to offer team members attractive discounts on their products and services to facilitate the work of the Community Digital Transformation Team. 

Digital literacy initiatives empower youth

Hanoi is currently focusing on developing a digital economy based on four main pillars.

The first pillar focuses on promoting the growth of digital technology companies, especially start-ups that use digital technology to create innovative products and services.

Another key area is the digitization of various economic sectors and the application of digital technology to improve efficiency and productivity.

Digital governance is also a priority, which includes establishing and refining mechanisms and policies for managing and using the city's digital data.

Finally, the focus on digital data includes the development of infrastructure, such as data centers and information systems, to support e-government initiatives.

In addition to these pillars, the city has outlined three major task groups, including the development of digital governance, a digital economy, and a digital society, with an emphasis on creating regulations for data use and sharing, organizing digital skills training programs, and promoting digital technology enterprises.

A dynamic communication campaign, led by Vice Chairman of the Hanoi People's Committee Ha Minh Hai, is underway to highlight the benefits of digital platforms and technologies in daily life and encourage citizens to use digital transformation services and utilities.

The Deputy Mayor has tasked the Department of Education and Training, in collaboration with the Department of Information and Communications and other relevant agencies, to design a program to introduce five essential digital skills: navigating online public services, shopping online, making digital payments, staying safe in cyberspace, and using digital platforms effectively.

These critical skills will be woven into after-school activities for middle and high school students across the city, with the goal of increasing digital literacy and supporting the Community Digital Transformation Team.

Hanoi has set an ambitious goal for 2024 to ensure that every household has at least one member with these five basic digital skills.

The Hanoi Youth Union is rallying local youth organizations to contribute members to the Community Digital Transformation Team. The Union is also launching initiatives to inspire young people to take the lead in adopting digital technology platforms and applications, creating a ripple effect throughout the community.

Districts, towns, and townships will join forces with relevant agencies to guide the Community Digital Transformation Teams in their areas and ensure that they fulfill their assigned missions. 

These teams will be encouraged to actively participate in National Digital Transformation Day activities and to continue enhancing the effectiveness of their initiatives in the time ahead.
