Hanoi takes steps towards building e-government

Public servants are required to change the mindset from working on paper-printed to e-documents, which is a major factor contributing to the goal of building e-government, said Minister and Chairman of the Government Office Mai Tien Dung.
Hanoi People’s Committee has issued action plan No.190 for the implementation of the government’s resolution No.17 on building the e-government in the 2019 – 2020 period, with vision to 2025.

In the 2019 – 2020 period, Hanoi sets target of developing a platform for data sharing which is integrated in the National E-document Exchange platform, while ensuring cyber security in IT application in public agencies. 

The capital also aims to raise the rate of processing administrative procurement online out of all local procedures above 20%; over 30% of public online services will be provided at stages three and four; and 100% of applications will be cleared through the city’s 3-level e-portal information system.

In the coming time, Hanoi strives to maintain processing 100% paper works online through the public online services at stages three and four, in which at least 35% of the total at stage four; the city’s public service portal is compatible with mobile devices; supporting services must be given to 100% of public online services to provide explanation to citizens; all websites of local authorities must provide transparent information under the instruction of the government; digital signature is applicable to 20% of public online services, among others. 

Additionally, e-documents would be widely used for information exchange between local and central governments. The city targets reducing the average time of meetings by 30 – 50%. 

For the next 2021 – 2025 period, Hanoi would continue to develop the core system and database, focusing on the development of e-government based on the central government’s instruction. 

In June, the government launched the e-cabinet system, aiming to transform itself into a paperless government and better serve the people and the business community

The system, developed by Viettel Group, also supports the government in daily tasks, including sending e-documents, SMS message, and automatic reminder, among others. 

Notably, government officials could still vote and give opinion through mobile devices without having to attend the meeting in person. 

The e-cabinet system also ensures safety measures in sending and storing information on the internet. 

Minister and Chairman of the Government Office Mai Tien Dung in February said a paperless government is expected to facilitate discussions among government officials in electronic platform, saying government meetings would then only focus on resolving different opinions or voting.

Additionally, Dung stressed the necessity for public officials to change the mindset from working on paper-printed to e-documents, which is a major factor contributing towards the goal of building e-government.
