Hanoi takes more efforts to implement Program 02

The Hanoi Party Committee has recently issued Announcement 1064-TB/TU, presenting conclusion of Permanent Secretary of Municipal Party Committee and Head of Steering Committee Ngo Thi Thanh Hang for Program 02 at the third quarter conference.
Under the Announcement, for agriculture development, the Department of Agriculture and Rural Development shall take following actions:

Cooperate with relevant agencies, units, districts and towns seriously affected by flooding, especially Chuong My and My Duc, to take comprehensive measures and help people to overcome consequences, stabilize their lives and agriculture production; help people with cultivars, animal breeds, supplies and tools for production;
 


 

Repair irrigation works and dykes to proactively prevent and fight natural resources, rain and flood from now to the end of the year;

Cooperate with localities, and instruct them how to overcome consequences and implement the plan on cultivation, animal husbandry, care and protection of plants; proactively prevent drought, and help people in production in the next harvest;

Enhance application of information technology to increase capacity and efficiency of agriculture production, thus improving income of the peasants;

Increase popularization, information work, trade promotion, connection for product consumption and brand building for Hanoi farm products.

Regarding new-style rural areas, agencies and sectors at all level shall closely cooperate with Fatherland Front Committee to increase implementation of Directive 17-CT/TU of the Municipal Party Committee’s Standing Commission on enhancing All People Unite To Build New-style Rural Areas and Civilized Urban movement. Suburban districts and town shall direct communes to speed up the progress of reviewing, amending projects on building new-style communes, supplementing detailed project on commune centers and rural residential points, amending projects on new-style rural area. Steering Committee of suburban districts and towns shall urge the communes which are striving to meet the new-style rural area standards in 2017 to make dossiers, and submit them by November 15, so that the city will verify and submit them to the Appraisal Board for further consideration.
 


 

Gia Lam and Phuc Tho suburban districts, which register for meeting the new-style rural area standards in 2017, shall increase leadership to reach their targets and goals.

For improving peasants’ life, the authorities shall increase agriculture and industry promotion, conduct vocational training for rural laborers according to Decision 1956/QD-TTg dated November 27, 2009 of the Prime Minister; increase leadership for people’s health, prevention and control of diseases, and prevent outbreak of dengue fever in localities affected by recent flood and rain; increase popularization to increase the number of people having health insurance. They also perform following tasks:

Enhance the movement on building new cultured lifestyle and organize wedding, funerals and festival in the new way, further build cultured villages, units and families, while developing elegant lifestyle of Hanoians; increase leadership to accelerate progress of poverty reduction programs, create jobs and offer vocational training for peasants;

Expand industrial clusters, zones and craft villages to create jobs for peasants and promote the change among rural laborers; develop the service system to gradually change rural economy structure towards higher proportion of industry and service.

Permanent Secretary of Municipal Party Committee Ngo Thi Thanh Hang requests the Program Coordination Office for New-style Rural Area to sum up the proposals, classify the tasks, and assign them to relevant agencies and sectors.
