Hanoi sets targets for developing cooperative economy in 2018

The Hanoi People’s Committee has recently issued Decision No. 8450/QD-UBND, approving project on reforming, developing cooperative economy in agricultural cooperatives in Ha Noi to 2020.
Under the Decision, Hanoi sets targets for 2018 as followings:

100% agriculture cooperatives run their business in accordance with the Law on Cooperative 2012, 60% of the cooperatives have good performance, and only 10% have poor performance. 

There are three models of connecting cooperatives and enterprises in the field of production and consumption, and two others connecting chains in the field of farm production. All key staff are trained, and are provided knowledge of cooperatives and relevant laws.

 


 
Authorities in charge of managing cooperative economy in city, districts, towns and suburban districts (Ha Dong, Hoang Mai, Long Bien, Bac Tu Liem and Nam Tu Liem) are consolidated and improved.

In 2019, Hanoi expects that over 70% of the cooperatives have good performance, and below 5% of them have poor performance; there are three models of connecting cooperatives and enterprises in the field of production and consumption, and two others of connecting chains in the field of farm production.

In 2020, there is no poor-performance cooperatives; 80% to 90% of the cooperatives have good performance or better; all members use services of the cooperatives; there are three models to connect cooperatives and enterprises in the field of production and consumption, and two others to connect chains in the field of farm production. 80% of key officers in the cooperatives are trained, and 60% of them have bachelor’s degrees of higher. Agricultural cooperatives have growth rate of 2-3% per year on average.

 


 
The city will focus on reforming organization, management, forms of cooperative economy and linking in agricultural cooperatives; expanding and improving service quality; developing multi-sectors in agriculture service cooperatives; developing cooperatives specializing in planting, animal husbandry, aquaculture, farm products processing and consumption; establishing some typical cooperative models for each key area and flagship commodity like green vegetables, fruits, fresh milk and fish, meat products.

Effort will be increased to attract investment from the private sectors, support the cooperatives to develop farm production towards higher productivity and product quality; connect cooperatives and enterprises for stable consumption of products and sustainable development in association with new-style rural area construction. It will contribute to enhancing the change of agricultural and rural economy structure, ensuring social welfares, stabilizing politics at grassroots level, and boosting the city’s socio-economic development.
