Hanoi promotes public-private partnership for healthcare services

Hanoi will prioritize attracting investments that align with global development trends, contribute to improving the quality of life of its residents, and leverage the city's advantages.

Hanoi is actively promoting public-private partnerships to enhance healthcare services and advance healthcare projects, said Le Anh Quan, Director of the Hanoi Department of Planning and Investment.

"Hanoi is dedicated to fostering innovation and championing research and development, particularly in introducing cutting-edge technologies to healthcare," Quan remarked at the August 16 conference, where key issues facing businesses in the sector were addressed.

He added that annually, the city unveils a list of investment opportunities and runs dynamic investment promotion campaigns both domestically and internationally.

"Moving forward, Hanoi will focus on attracting investments that align with global trends, improve residents' quality of life, and capitalize on the city's unique advantages," Quan stated.

Quan highlighted that strengthening competitiveness and refining the investment climate is crucial for attracting development capital, with a particular emphasis on boosting foreign investment.

On the topic of healthcare investment, a representative from the Department of Finance noted that Hanoi has launched an investment and loan portfolio under the Hanoi Development Investment Fund for 2021-2025, covering sectors such as education and healthcare.

“Investors seeking loans are encouraged to contact the Fund for detailed guidance,” he said.

Deputy Chairwoman of the People's Committee Vu Thu Ha added that Hanoi has expanded and upgraded its healthcare facilities, including hospitals, clinics, and community health centers, and has implemented various measures to prevent and control diseases, such as public health and hygiene campaigns.

Commenting on the city's policies to support private healthcare enterprises, especially in recruiting, training, and developing high-quality healthcare human resources, Deputy Director of the Department of Health, Vu Cao Cuong, reported that the city currently has 16 doctors per 10,000 residents and  31.6 hospital beds per 10,000 residents. At present, around 20 private hospital projects are undergoing investment procedures in Hanoi, with four projects already operational, offering approximately 5,000 hospital beds.

On joint ventures, partnerships, and collaborations in the medical supply chain, Cuong said the city consistently encourages and facilitates the growth of non-public healthcare facilities, with particular attention to establishing high-quality, modern healthcare facilities and medical centers in economically disadvantaged areas.

"In the next phase, when the 2024 Capital Law comes into effect, there will be provisions related to healthcare. New healthcare projects in the city, including high-quality medical facilities, will be eligible for preferential policies," added Cuong.
