Hanoi pilots centralized administrative service center

The center will help reduce the number of one-stop shops for administrative services by accepting requests filed anywhere in the city.

Chairman of the Hanoi People's Committee, Tran Sy Thanh, has approved the trial of a centralized public administrative service center as part of efforts to enhance public administrative services for people and businesses.

  

The center will operate using the city's administrative procedure information system, which will be connected to the national public service portal, national databases, specialized databases and shared platform systems.

It is expected to reduce the number of one-stop shops for administrative services by facilitating the submission of administrative applications and the handling of administrative procedures, thus contributing to cost and time savings.

According to the Municipal People's Committee, with the establishment of the center, the number of single-window offices will be reduced from 673 to 30, and the number of officials handling administrative procedures will be cut from 2,768 to 184.

The move is expected to ensure that citizens have access to public services within a 30-minute travel radius or a maximum of 5 kilometers, with services available 24 hours a day, the committee stressed.

He said the center would be an important tool to support the governance and the city's leadership. It will centralize and simplify administrative processes, increase transparency, and reduce opportunities for corruption.

The pilot implementation of the Hanoi Public Administration Service Center is a necessary step that builds on the success of the city's "modern one-stop service" model and aims to improve the quality of administrative services in response to new circumstances, according to city authorities.

The People's Committee said it has been working on a project to allow residents to complete administrative procedures at any authorized government office, rather than at the administrative office in their place of residence.

Furthermore, the entire process will be digitized, automated and shared among departments, agencies and people's committees at all levels, saving time and ensuring transparency.

Hanoi is the first subnational entity to complete the pilot project and establish the Public Administration Service Center, as directed by the Prime Minister.

The pilot model is set to run until November 30, 2025.

The city government has recently launched the iHaNoi app, which was created to further facilitate online interactions of citizens and businesses with local government in the digital environment.

The initiative supports the development of population data, identification, and e-authentication applications in line with the Prime Minister's directives for Hanoi's digital transformation. It aims to enhance transparency and increase the participation of citizens and businesses, thereby boosting public trust in the capital's authorities.
