Hanoi launches pilot project to integrate electronic health records into VNeID app

Hanoi will pilot the integration of electronic health records into the VneID application to facilitate the sharing of patient health information between medical facilities.

  

According to the plan recently issued by the Hanoi People's Committee, the roadmap for integrating electronic health records with the VNeID application will be carried out in two phases.

In the first phase, Hanoi will issue codes for medical institutions, open health accounts on the VNeID, and train medical institutions to share data on the Health Insurance Data Appraisal. The deadline for all these works is before November 20.

In the second phase, data from electronic health records on the VNeID application will be shared with the Vietnam Social Security Portal. This will ensure data communication between VNeID electronic health records and the Health Insurance Data Assessment Portal. The process performance will be reported to the Ministry of Health every six months.

The Hanoi People's Committee said that electronic health records based on the VNeID application will enable convenient sharing of patients' health data among medical facilities (including government and private ones), thereby improving the quality of medical examination and treatment services.

It also reduces the number of paper documents people need to bring with them when they visit the doctor. The system allows individuals to conveniently manage their medical history and provides medical professionals with up-to-date information anytime, anywhere, empowering them to take charge of their health and saving them the cost of medical examination and treatment at medical facilities in the city.

The move also provides doctors with all the information about the disease, medical history and risk factors affecting the patient's health, so that doctors can make a more comprehensive assessment of the patient's condition, diagnose the disease more quickly and accurately, detect the disease earlier, treat it promptly when the disease is still in the early stages, reduce the cost of examination and treatment for each patient.

Medical examination and treatment facilities in the city will be asked to send patients' basic data to the National Insurance Database as soon as the patient completes the examination and treatment.

District People's Committees are tasked with providing computers, printers, scanners, and Internet access, providing staff or a community digital transformation team to help people install the VNeID application and integrating electronic health records with the VNeID application.

The Hanoi People's Committee has also set the target that 100% of medical facilities and people in the city use electronic health records on the VneID application by 2025.

Speaking at the launch of the integration of electronic health records and the application of criminal record certificates via the VNeID app in early October, Prime Minister Pham Minh Chinh said the move was a crucial step in the digital transformation of Hanoi and the entire country.

"The moves are aimed at simplifying processes for citizens while promoting transparency and convenience, delivering significant cost savings and boosting public trust in digital services," Chinh stressed.

He cited a Ministry of Public Security report that said more than 32 million electronic health records have been created, of which more than 14.6 million have been integrated into the VNeID application.

"The electronic health record system is expected to save about VND1.15 trillion (US$46.6 million) annually on the purchase of paper medical records for 230 million patient visits," the Prime Minister said.

He stressed that the expansion of electronic health certificate issuance through VNeID is an important step in digital transformation. "For patients, the ability to access their medical records digitally means greater control over their health and the convenience of sharing their medical records with healthcare providers without physical documents. This is especially beneficial for patients with chronic diseases or those receiving care from multiple healthcare providers," Chinh said.

He said that the deployment of the service through the VNeID is a key step towards achieving the country's long-term goals of building a digital government, improving public services and fostering a more inclusive and connected society.
