On December 26, a conference was held by the Hanoi People’s Committee to review the eight-year implementation of the government’s Resolution No. 16/2008/NQ-CP on step by step tackling with traffic congestion in Hanoi.
The conference saw the attendance of Deputy Prime Minister Truong Hoa Binh, Chairman of Hanoi People's Committee Nguyen Duc Chung, Vice Minister Le Dinh Tho, Vice President in charge of the National Traffic Safety Committee Khuat Viet Hung and many other participants.

Addressing the event, Deputy Prime Minister Truong Hoa Binh praised the significant outcomes Ha Noi has attained in realizing the resolution, noting that the city has mobilized the strong involvement of the entire political system and people from all social strata in the mission, taken many innovative measures to ease traffic jams and completed a number of key transport projects, contributing to minimizing traffic congestion and accidents.

Regardless of the achievements gained, the risk of traffic congestion and accidents remains a big challenge with complicated developments, which requires the city’s continuous focus on directing some big issues, including accelerating planning work and investment in infrastructure in a more synchronous fashion, step by step modernizing transport infrastructure, and applying information technology to traffic management and regulation operations of a smart city, Politburo member Binh said.

He urged Ha Noi to strengthen State management in the fields of organizing traffic, building a smart transport system and reviewing routes and intersections with congestion risks; manage well passenger transportation at stations; enhance inspection and handling of traffic violations; and deal with encroachment of traffic safety corridors and sidewalks.

The capital city also needs to accelerate communication work to raise public awareness of complying with traffic laws and making a habit of using public means of transportation, as well as to mobilize the widespread participation of local people and the entire political system in ensuring traffic order and safety, with responsibilities attached to authorities of different levels, the deputy PM added.

At the conference, Vice Chairman of the Ha Noi People’s Committee Nguyen The Hung reviewed the significant outcomes the city has obtained during the eight years of implementing the resolution, including the building of expressways, ring roads, flyovers and bridges, which, he said, have contributed to reducing traffic congestion and accidents.

The number of traffic congestion locations in Ha Noihas declined in terms of both the quantity and the duration, from 124 locations in 2010 to 41 locations at present. Meanwhile, traffic accidents in the locality have also decreased regarding all the three criteria: the number of cases, the death toll and the number of injured people.

At the same time, the conference also deploy plans to ensure traffic order and safety across the Capital city during the upcoming Lunar New Year.
