Hanoi earmarks over US$30 million to construct underpass at Co Linh intersection

The Hanoi People's Committee has recently issued plan No.3101/QD-UBND, approving the investment project to construct an underpass at the Co Linh intersection in Long Bien District, with an initial investment cost of VND747 billion (US$30 million).

 The site is set for the construction of an underpass at the Co Linh intersection.  

The project aims to complete Ring Road 2 according to the master plan and to create a coherent traffic infrastructure system to address traffic conflicts at the intersection.

This will facilitate connectivity of surrounding roads, gradually enhancing the transport infrastructure system, and relieving environmental pollution.

Currently, the elevated section of Ring Road 2 from Nga Tu So to Vinh Tuy has been commissioned since January 2023, and the second phase of Vinh Tuy Bridge was completed and operational in September 2023. As a result, the traffic volumes at the Co Linh intersection are high, causing frequent congestion, especially during rush hours.

Therefore, the construction of an underpass at this intersection, along with the narrowing of sidewalks and the central reservation to widen the lanes and reorganize the traffic flow, is essential and urgent to mitigate congestion.

The underpass will be constructed from Vinh Tuy to Dam Quang Trung Road at the intersection of Co Linh Road and the roads leading to Vinh Tuy Bridge – Dam Quang Trung Road. The tunnel will align with the current road axis, with a total length of approximately 600 meters (including a 100-meter closed section, a 260-meter open section, and 240 meters of retaining walls and wheel barriers). It will connect smoothly with Dam Quang Trung Road and Vinh Tuy Bridge Road.

The tunnel's cross-section will accommodate six lanes, with a total width of 27.1 meters, including three lanes in each direction. Additionally, the project includes the narrowing of sidewalks and the median, the widening of the lanes in both directions of the surrounding roads, the construction of technical infrastructure, landscaping, traffic signals, road markings, and overall traffic organization to ensure safety and urban aesthetics.

The project is scheduled to run from 2024 to 2026, funded from the city's budget.
