State President Vo Van Thuong, during a visit to the construction site of the Ring Road No.4 project on February 18, expressed high appreciation for the results achieved and the high sense of responsibility shown by the authorities of Hanoi and other localities involved in the project.

“Particularly, the unwavering support and cooperation from the local people have facilitated the rapid and smooth progress of land clearance,” Thuong stressed.
He urged the Hanoi authorities to continue to uphold the spirit of responsibility and closely follow the directives of the Government and resolutions of the National Assembly to ensure the progress and quality of the project's construction, avoiding any mistakes.
In the immediate future, Thuong noted that the focus should continue to be on effectively carrying out land clearance work while strictly adhering to legal regulations on compensation, support, resettlement, and safeguarding people's legitimate rights and interests.

The investment project for the construction of the Ring Road 4 - Hanoi Capital Region (Hanoi, Bac Ninh, and Hung Yen) was approved by the National Assembly in Resolution No. 56/2022/QH15, and the Government issued Resolution No. 106/NQ-CP for its implementation.
With a total investment of VND85.8 trillion (US$3.5 billion), the project is divided into seven independent component projects, including three projects for compensation and resettlement in each province and city using public investment funds; three projects for the construction of service roads in each province and city using public investment funds; and one component project for the construction of a high-speed road system through a public-private partnership (PPP).
Recognized as a nationally important project, it has received close attention and precise guidance from the central government and the involvement of ministries, sectors, localities, and the entire political system.

So far, the three provinces and cities of Hanoi, Hung Yen, and Bac Ninh have achieved organizational stability and full mobilization of 100% human resources and machinery for simultaneous construction along the road route.
As of now, all three have approved land clearance plans for 1,312.05/1,390.49 hectares, achieving 94.36%, and relocated 15,760/16,377 graves, reaching 96.23%. Specifically, Hanoi has cleared 768.99/791.21 hectares of land, gaining 97.19%, and relocated 9,973/10,232 graves, reaching 97.47%. The city has also constructed 13 resettlement areas covering 32.5 hectares, with five areas completed and eight others under construction. In Soc Son and Thuong Tin districts, 140 eligible households were selected through a resettlement lottery.
In Hanoi, work has started on 32 construction sites, including two road sections and nine bridge sections. It is anticipated that land clearance work for the project will be completed by March 31, 2024; efforts will be made to complete resettlement areas in the third quarter of 2024; the relocation of underground and overhead technical infrastructure items (medium and low voltage electricity, information systems, water supply, and other items) is expected to be completed in the second quarter of 2024. The relocation of the high-voltage power lines from 110KV to 500KV along the entire route is scheduled to be completed in the third quarter of 2024.
Additionally, the construction of the component project for the high-speed road (PPP project) is scheduled to commence in the early fourth quarter of 2024. The entire parallel road is expected to be completed in 2025.

The State President expressed his trust in the pride of participating in implementing this important infrastructure project for the Capital Region, along with the determination, dedication, and aspirations of the officials, workers, and laborers of the units and contractors involved.
He believed they would accomplish all the tasks excellently assigned to them and contribute significantly to the project's on-time delivery, quality assurance, and effectiveness, thus giving new impetus to the country's development.
