Hanoi Capital encourages payment and settlement of investment

The Hanoi People’s Committee has recently issued Document No. 5983/UBND-KT, urging relevant units to report payment and settlement of investment capitals.
Regarding to form of reports: the Hanoi State Treasury shall make and submit report on payment of investment capitals under management of localities as stipulated by the Ministry of Finance under Circular No. 82/2017/TT-BTC dated August 15, 2017 of Ministry of Finance.
 


 

The Hanoi Development Investment Fund shall fulfill the same procedure and report on the investment capitals assigned by the Municipal People’s Committee, and submit it to the Municipal People’s Committee, Authority of Plan and Investment, Department of Finance, so that the Municipal People’s Committee can use them in state budget management and operation.

The Authority of Plan and Investment in cooperation with Department of Finance, Hanoi State Treasury and Development Investment Fund shall act as advisor to the Municipal People’s Committee, and report to the Ministry of Finance and Ministry of Plan and Investment according to Municipal People’s Committee instruction under Document No. 4706/UBND-KT dated May 24, 2017. 
 


 

Regarding the procedures and timeline to make, submit and evaluate the report on settlement of investment capitals of projects under direct management of the city: the Hanoi State Treasury and Development Investment Fund shall make report on payment settlement, and submit it to the Department of Finance by May 15 of each year. The municipal Development Investment Fund fulfill the same procedure and report as the Hanoi State Treasury, focusing on the investment capitals assigned by the Municipal People’s Committee.

Investors of projects under the Hanoi People’s Committee management and People’s Committees of districts, suburban districts, towns assigned as project investors shall make report on investment capital settlement, and submit it to the Department of Finance by May 15 of each year. Investors of projects under the departments' and sectors' management shall make report on investment capital payment, and submit it to the superior departments and sectors by April 15 of each year; the departments and sectors sum up information and submit report on settling investment capital to the Department of Finance by May 15 annually. 

Regarding the procedure and timeline to make, submit and evaluate the report on settlement of investment capitals of projects under direct management of districts and towns: the State Treasury of districts, suburban districts and towns make report on settling investment capitals, and submit it to the Sectors of Plan and Finance of districts and towns by March 15 annually. Investors of projects at district and town levels shall make report on settling investment capitals, and submit it to Sectors of Plan and Finance of districts and towns by March 15 annually.
