E-government, smart city - an inevitable trend for Hanoi: Chairman

The building of e-government, smart city and digitalizing the economy is an inevitable trend for Hanoi, according to Nguyen Duc Chung, chairman of the Hanoi People’s Committee.

This is the only way of going forward to improve productivity, as well as the quality and efficiency in state governance, Chung said at a meeting discussing the result of applying IT in Hanoi on September 18. 

Chung considered IT application an important instrument to reform public administrative procedures. 

To achieve these targets, Chung assigned the Office of the Hanoi People’s Committee and the municipal Department of Information and Communication to finalize the decision to set up the Hanoi Steering Committee on the establishment of e-government. 

Following the decision, Chung would be the head of the committee, while Vice Chairman of Hanoi People’s Committee Ngo Van Quy will take the position of standing deputy head.

Chung requested local agencies to continue expanding the use of public online services, with the rate of using such services at levels 3 and 4 at 84%, including 15.4% for level 4.

Hanoi targets all public services to be transformed to levels 3 and 4 as of December 31, 2019, with at least 30% at level 4, said Chung, requesting departments and agencies to continue simplifying administrative procedures. 

Chung mentioned the government’s instruction in encouraging cashless payment in financial transactions, thus a clear roadmap is needed for Hanoi to fulfill this target. 

As of present, Hanoi has implemented non-cash payment option for collecting electric, water and phone charges, as well as in a parking application for cars. 

The municipal Department of Education and Training is working with software developers and Military Bank to allow people to pay tuition fees through an online information exchange platform between parents and teachers. 

In early September, the Hanoi People’s Committee issued an action plan for the implementation of the government’s Resolution No.17 on building the e-government in the 2019 – 2020 period, with vision to 2025. 

In the 2019 – 2020 period, Hanoi sets target of developing a platform for data sharing which is integrated in the National E-document Exchange platform, while ensuring cyber-security in IT application in public agencies. 

The capital also aims to raise the rate of processing administrative procurement online out of all local procedures to above 20%; over 30% of public online services will be provided at levels 3 and 4; and 100% of applications will be cleared through the city’s 3-level e-portal information system.
