Digital platform intiated to improve administrative performances

The new electronic platforms will help Hanoi to digitalize all administrative tasks and duties.

"The data system enables Hanoi to take another step towards becoming a modern, digital, and people-centered city," said Chairman of the Hanoi People's Committee Tran Sy Thanh.

He noted that the system would digitalize all administrative tasks, assist the development of the citywide database, and help municipal and local agencies enhance their performances.

Addressing the system as a useful tool, Thanh said it displays all tasks, on-duty persons, work progress, and data publicly available to increase transparency.

In addition, the database is accessible to all public agencies at central, municipal, and local levels, thus reducing costs and saving them time, said the city's mayor.

"The operation of the data system proves the determination of Hanoi authorities to comply with the Government's national digitalization master program that lasts until 2030," Thanh said.

The Hanoi People's Committee reported that so far, the municipal authorities have used four platforms for reporting, database management, collective administration, reception of complaints from people and enterprises, and meeting management. These applications are considered the founding elements for the digitalization of municipal and local governments.

As of January 18, 2023, some 633 agencies at all levels of the capital city had joined the municipal document and database management system, more than 31,300 officials and employees had administrative accounts, over 96,200 files were uploaded to the network, and nearly 12,500 others were processed in the system.

On February 10, Hanoi will open an official account on Zalo, a communication platform, to receive and process complaints from individuals and businesses on administrative issues.

While after four months of official operation, the meeting management platform has helped the city save VND450 million a month by stopping sending text messages through the SMS network and using printed materials.

To keep the data system running as planned, Hanoi has asked the Ministry of Information and Communications and the Government Encryption Committee to provide additional cybersecurity support to the city.

Municipal departments and local divisions are tasked to maintain the system's stability, study potential technological solutions to optimize the work process, and seek ways to integrate AI to improve its performance.

The Hanoi Department of Information and Communications is responsible for operating the data system and connecting it with the capital city's other databases and the government's.
