Corruption control in Vietnam public sector improved remarkably: PAPI 2017
A survey, known as PAPI, released today shows positive change in corruption control in Vietnam public sector.
Findings from the Vietnam Provincial Governance and Public Administration Performance Index (PAPI) survey in 2017 show remarkable changes in corruption control in public sectors, among six dimensions of governance.
That is the area where the greatest gain was recorded, with 33 provinces improving their scores in 2017, in which Quang Ninh, Bac Lieu, Ba Ria-Vung Tau, Lao Cai and An Giang get 20% or higher increase in scores than last year.
Besides, six provinces seeing most declined scores in corruption control are Dak Nong, Hung Yen and Hai Phong with decreases of at least 9 percentage points for each.
Specifically, 17% of respondents said that they had to provide bribes for land use right certificates, down from 23% last year. It is also positive to witness a decrease in the percentage of citizens saying bribery was needed to access public healthcare at the district levet, down from 17% in 2016 to 9% in 2017.
Meanwhile, government accountability, though improved, but not considerably, said the survey attendants. In 2017, about 25% of citizens reported that they met the heads of the neighborhood authority when problems came up, up by 3% against 2016. Among those, 83% satisfied with the meeting, lower than 85% of last year.
The issue of top concern for Vietnamese citizens, according to PAPI 2017, is poverty with 28% voting, followed by economic growth and jobs. Environment, the second leading concerned area in 2016, slides to the fourth, though still receives upward trend of percentage since 2015.
Also, the report in 2017 mentions the trade-off between economic growth and environment protection. Findings show that citizens, especially the high-educated ones are not willing to exchange the environment for economic growth.
PAPI 2017 reflects that authority in all levels should focus to a fair and equal development; enhance the transparency, openness, responsiveness and accountability of their institutions.
