Vietnam's cyber security law protects citizens from toxic information: Ministry

Cyber security law provides a better legal framework to protect people from bad and malicious information, according to the Cyber Security Department (CSD) under the Ministry of Public Security.
The law, adopted during the fifth session of the 14th National Assembly and announced by President Tran Dai Quang on June 28, will take effect since January 1, 2019.

The latest statistics from the CSD show that in the first half of 2018, 2,769 websites and online portals with Vietnamese domains were hacked, their interfaces or content were changed.
Besides, the Internet and some digital services and applications have also been used by hostile forces to spread calls for illegal protests or violate national sovereignty, interests, and security.
CSD Director Hoang Phuoc Thuan said that the law on cyber security ensures that activities on the Internet do not harm national security, social order and safety, as well as the legitimate rights and interests of organizations and individuals.
This is a solid legal framework for people to be comfortable with trading, doing business or working on cyberspace, Thuan said.
The law on cyber security only controls issues related to cyber security and does not prohibit speech freedom, stressed Thuan, adding that the law only focuses on preventing and combating high-tech and cyber criminals, and matters related to security, and social order and safety.
The law does not apply to all agencies and organizations operating in Vietnam's cyberspace. It only targets some agencies and organizations providing services which can affect national security.
