Land deed digitization accelerated in Hanoi

Hanoi's digital environment has been driven by a synchronized information technology infrastructure for management in the making.

Hanoi is speeding up the digitization of land use rights certificate data and land assets, and cleaning up the city's land data to cut down on land paperwork in administrative processes related to city residency, according to the municipal Department of Natural Resources and Environment.

  

Hanoi People's Committee has asked relevant agencies to share the city's land database system with the national land database according to the Ministry of Natural Resources and Environment's instructions.

Hanoi Police have been tasked with regularly updating population data to ensure citizens' information on the national database is accurate before being shared with the Ministry of Natural Resources and Environment's land database system.

As Vietnam's main administrative center, the capital has made digital transformation a top priority to enhance governance, facilitate administrative procedures, and connect with citizens and businesses.

According to Ha Minh Hai, Deputy Chairman of the city's People's Committee, with a population of nearly 10 million and a large number of administrative units (30 district-level and 579 communal-level units), Hanoi faces more challenges in the digital transformation process than other provinces and cities.

The official highlighted several challenges in the city's digital transformation efforts, including a shortage of skilled personnel to meet growing demands and workloads and delays in developing specialized databases, particularly in land management.

However, in recent years, especially in 2022-2023, Hanoi has made great strides in this task, thanks to the determination of the leadership and the participation of the entire political system. The capital has launched numerous initiatives and events on a broad scale, and achieved many positive results," Hai said.

He added that Hanoi's emerging synchronized administrative IT infrastructure has helped drive its digital environment. "The administrative reforms have shown results with the operation of the integrated single-window model, which was set up at the request of the central government."

As of June 2024, Hanoi has officially launched several information systems and applications for the benefit of citizens and businesses, including the iHaNoi digital citizen app, the city's electronic health records, and a travel pass application being piloted for public transportation. In addition, the city is testing cashless parking systems to increase transparency in parking fee collection and reduce congestion in downtown areas.

In June 2022, the Hanoi People's Committee issued Decision No. 26 on simplifying procedures related to the declaration and verification of the status of land use rights in Hanoi. The move was a crucial solution to simplify the internal process of carrying out administrative procedures.
