Vietnam advances e-government building with National E-document Exchange Platform
Prime Minister Nguyen Xuan Phuc expected the National E-document Exchange Platform would help Vietnam become one of the top four ASEAN countries in e-government development, the governmental portal reported.

More importantly, this would serve as a growth engine for the economic development and preventing corruption in the government system.
Last July, PM Phuc signed Decision 28 regulating the sending and receipt of e-documents among government agencies in the state administrative system via such platform.
Phuc stated Vietnam’s ranking in terms of e-government remains modest globally, requiring the application of technologies from the Fourth Industrial Revolution to narrow the gap with countries such as Japan, South Korea and others.
Phuc expected the National E-document Exchange Platform would help Vietnam become one of the top four ASEAN countries in e-government development.
The prime minister expected Vietnam to continue develop national databases in the coming time, including citizens information, insurance, finance, business registration, among others in the 2020 – 2025 period, to be later integrated in the National E-document Exchange Platform.
Mai Tien Dung, minister – chairman of the Government Office, said 95 out of 95 central and local government agencies have completed connecting their respective e-document management system into the National E-document Exchange Platform.
The platform is expected to help save VND1.2 trillion (nearly US$52 million) per year, Dung added.
According to Decision 28, e-document means a document in the form of data message created or digitized from a paper document using a protocol or format specified by a competent state agency.
E-documents that bear a digital signature in accordance with law and are sent and received through the platform have the same legal validity as paper documents and may substitute for paper documents.
Every e-document shall be sent right on the day when it is signed or in the morning of the subsequent working day. After being received, incoming e-documents which are legally valid shall be promptly processed without having to wait for paper documents, if any.
In case of urgency, e-document shall be put in the priority mode clearly stating the urgency level, sent immediately after a digital signature is put on it and submitted or transferred for processing right after being received.
