Training materials for Capital Law 2024 ready in September

Hanoi sees the enforcement of the 2024 Capital Law as a high-priority task in the remaining months of the year.

Training materials for the execution of the Capital Law 2024 are expected to be finished by September, according to the Hanoi Department of Justice.

The department will oversee the publication and digitization of these materials and work with relevant units to develop targeted dissemination and training plans for different sectors and localities.

A special task force will be in place to be responsible for the oversight and effective execution of the plan.

Other departments will work alongside related ministries to draft detailed government-level regulations for implementing the Capital Law.

At the city level, departments must develop specific implementation plans, prepare legal documents, and report their progress to the task force by August 15.

Additionally, the Department of Home Affairs will lead a city-wide initiative to promote the Capital Law and recommend timely commendations for notable contributions.

Department heads and heads of sub-municipal administrative authorities are responsible for ensuring the quality and progress of the drafting and implementation of the sublaw documents, with monthly progress reports due to the task force by the 25th of each month.

These efforts are in accordance with a directive issued by the Hanoi People's Committee, which aims to implement the amended Capital Law in a way that will successfully propel the growth of the capital.

The amended law consists of 7 chapters and 54 articles, adding three chapters and 27 articles to the 2012 version. It will enter into force on January 1, 2025, with five contents effective from July 1, 2025.

Regarding the organization of Hanoi's government, the law establishes a streamlined and efficient structure. Local government will include the People's Council (the legislative body) and the People's Committee (the executive body) at city, district, town, and municipal levels.
