Spreading pilot models to prevent child fatal drowning

This is one of the key contents of the programme recently approved by the Prime Minister to prevent children from having accidents in the 2016-2020 period.
The specific objective of the programme is to decrease the rate of children falling victims to accidents to six per thousand and that of children killed in accidents to 1.7 per thousand. 
Besides, it also aims to reduce the number of children killed in road accidents by 25% and build 5 million safe houses, 10,000 safe schools and 300 communes with safe community standards. 
The programme aims to spread the pilot models to develop a safe network for children while connecting relevant bodies to devise measures to prevent fatal drowning and traffic accidents. 
Under the programme, it is neccessary to boost the organisation of extracurricular activities for students on preventing children from accidents and injuries while deploying timely the interventions and improving the learning environment to minimise the risk of accidents and injuries in school.
Communication work will be paid attention to raise the awareness of injury prevention among children, the community, relevant agencies and staff.
The  programme targets to build safe houses, schools, roads and communities and provide consultation and treatment services for children and their families. 
The programme aims to spread the pilot models to develop a safe network for children while connecting relevant bodies to devise measures to prevent traffic accidents. 
Besides, it aims to research and review safety equipments in road transport for children, complete the regulations on road traffic safety, inspect and monitor the implementation of the provisions of road traffic safety for children.

Strengthening and developing a network of security services for children in the aquatic environment. Deploying the safe swimming programme for children, building and carrying out intersectoral coordination mechanism on the prevention of child fatal drowning.
By 2020, the government hopes at least 90% of children to use buoyancy aids while travelling on waterways, and public pools and beaches to have safety licences.
