Hanoi boosts digital transformation in cadastral administration

To streamline residence management and reduce land paperwork, Hanoi is speeding up the digitization of land use rights and assets and cleaning up the city's land data.

Hanoi has issued about 11,000 land use rights certificates with QR codes since January 1, according to a report released by the city's Department of Natural Resources and Environment (DoNRE).

With the land use rights certificate bearing a QR code, people can look up all the information related to the land parcel and house, making it more convenient for people compared to the previous versions of the certificate, the DoNRE said.

With the Land Law coming into effect in 2024, the department has prepared infrastructure and data to support the issuance of land use rights certificates.

People can access and provide feedback on certificate details and related information by scanning the QR code with their phones or through the National Public Service Portal, the MoNRE Public Service Portal, or the Public Service Portal of their local government.

In order to reduce the amount of land paperwork involved in residence management procedures, Hanoi is accelerating the digitization of land use rights certificate data and land assets, and cleaning up the city's land data.

The Municipal People's Committee has asked relevant agencies to share the city's land database system with the national one, according to the MoNRE's instructions.

Hanoi police have been tasked with regularly updating population data to ensure that citizens' information in the national database is accurate before it is shared with MoNRE's land database system.

As Vietnam's administrative center, the capital has made digital transformation a top priority to improve governance, simplify administrative procedures, and facilitate communication with citizens and businesses.

Ha Minh Hai, Vice Chairman of the Municipal People's Committee, said that with a population of nearly 10 million and a large number of administrative units (30 district-level and nearly 600 commune-level units), Hanoi faces more challenges in the digital transformation process than other provinces and cities.

The official highlighted several challenges in the city's digital transformation efforts, including a shortage of skilled personnel to meet growing demands and workloads and delays in developing specialized databases, particularly in land management.

"However, in recent years, especially in 2022-2023, Hanoi has made great strides in this task, thanks to the determination of the leadership and the participation of the entire political system," Hai said.

He added that Hanoi's synchronized administrative IT infrastructure has helped drive the city's digital environment. "Administrative reforms have shown results with the operation of the integrated single-window model, which was set up at the request of the central government."

In June 2022, the city's People's Committee issued Decision No. 26 on simplifying procedures for declaring and verifying the status of land use rights in Hanoi. "The move was a crucial solution to simplify the internal process of handling administrative procedures," Hai stressed.
