In addition to raise public awareness on traffic safety, the development of intelligent transport system (ITS) has become a global trend.

According to preliminary surveys, the implementation of ITS in the US and Canada has reduced transport infrastructure development from 30 – 35%, while still maintaining the functions of transport system. Similar experiences from countries implementing ITS in large scale such as Australia, Korea, Singapore and China show, this system has significantly contributed to the efficiency in transport vehicles management, dealing with traffic accidents, reducing traffic congestion in rush hours, as well as providing services and instruction to traffic participants and tourists.
From the experiences of developed countries, according to transport expert Nguyen Xuan Thuy, at major cities such as Hanoi and Ho Chi Minh, it is necessary to apply ITS, as such, with vision to 2020, these cities will have consistent transport infrastructure for ITS similar to neighboring countries. Recently, despite Hanoi has carried out solutions in some streets such as Khuat Duy Tien, Nguyen Xien, Nguyen Trai, there remains traffic congestion in these spots.
In reality, with the current traffic situation, investing in transport infrastructure without considering ITS will be expensive and ineffective. With this being said, Hanoi has approved spending 1,7 trillion VND to research and develop a complete ITS system for the city. Previously, some pilot ITS transport projects have been successfully implemented, such as: collecting transport fee based on installed devices on transport vehicle; receiving transport information from CCTV and the flow of transport vehicles, in turn informs traffic participants through mobile phone and internet.
A study group under the lead of Dr. Hoang Minh Tung at Hanoi Transport University said, Hanoi can apply ITS through implementing automatic fee collection system, controlling emission and car weights; upgrading traffic management and control center; upgrading the database to support deal with traffic accidents and violation (in real time). In which, particularly paying attention to quality improvement, controlling traffic light at congestion spot; applying application allowing traffic participants to provide information at traffic black spot, where transport infrastructure is not completed.
ITS in Hanoi has been proposed by FPT to provide 10 main functions: including control center, traffic control system, system for traffic monitoring and information collection, traffic update system, safety and security system, emergency control system, and system for transport infrastructure management.
