Russia State Duma speaker visits Vietnam for enhanced trust between parliaments

The two parliaments signed an agreement under which they will establish an inter-parliamentary cooperation committee.
Speaker Vyacheslav Volodin of the Russian State Duma is on a two-day official visit to Vietnam where he have met with Vietnamese top leaders to discuss ways to further economic relations.

On December 24, Volodin held talks with his Vietnamese counterpart Nguyen Thi Kim Ngan, chairwoman of the National Assembly (NA). 

They signed an agreement under which they will establish a cooperation committee between the two parliaments. This is the most outstanding result of talks as the NA for the first time participates in a bilateral mechanism of this type, Kim Ngan said at a press conference with her guest.

Both agreed that the committee demonstrates the political trust between the leaders of the two countries, it will be a new platform to strengthen cooperation in sectors of common interest, and in a particular way, it will strengthen ties between the respective parliaments.

The committee will hold annual meetings on a rotating basis in the capitals of the two nations, starting with Vietnam in 2019.

On the same day, the Russian speaker met with Secretary General of the Communist Party of Vietnam, President Nguyen Phu Trong. 

Volodin also met with Prime Minister Nguyen Xuan Phuc to discuss specific issues of bilateral cooperation. The leaders reviewed various scientific economic programs, including oil and gas. The two sides mentioned the construction of e-government and the digital economy, of which, Russia will help Vietnam build a single-window mechanism like the one currently applied in Moscow.

On Sunday, the Russian delegation laid wreaths at the mausoleum of late president Ho Chi Minh. 

The last visit of the State Duma speaker to Vietnam took place four years ago. On December 2-3, 2014, the then-Speaker Sergey Naryshkin visited Hanoi. In February 2017, the delegation of Russia’s Federation Council (the upper house) led by Chairperson Valentina Matviyenko paid an official visit to Vietnam.
