Proposal for master plan of Hanoi station and the surrounding area: Create modern living spaces
Hanoi station, formerly known as Hang Co station, was built in 1902. For over a century, Hanoi station has been an important transport hub for Hanoi in particular and Vietnam in general.
Through times, with the rapid urbanization rate, the infrastructure of Hanoi station and the surrounding areas have been degraded, in turn create troublesome for local community. As such, the proposal for master plan of Hanoi station and the surrounding area (scale 1/2000), which is currently sought for opinions of ministries and agencies by Hanoi authorities, is expected to create modern living spaces for Hanoians.
As planned in the master plan of Hanoi until 2030, with vision to 2050 approved by the Prime Minister at Decision No. 1259/QD-TTg dated July 26, 2011: Hanoi station will be rebuilt with the function of being the central station to all direction. Hanoi station will be the central station of the urban railway No.1 rout Yen Vien – Ngoc Hoi and connect with the urban railway No. 3 on Tran Hung Dao and Phan Boi Chau streets.
The master plan of Hanoi station and the surrounding area (scale 1/2000) is aimed to realize the potential of this area; at the same time to implement and specify the master plan of Hanoi until 2030, with vision to 2050; it is served as the cornerstone of the regional transport infrastructure, keeping and preserving historical value of the Hanoi station’s architecture; increase the access of Hanoi station to the Old Quarters, the French streets and the northern area of Dong Da District.
The master plan of Hanoi station and the surrounding area will support creating an urban area being environmental friendly, reducing the impact of urbanization rate to environment and improve the urban environment. The proposal will utilize efficiently the underground spaces at the central area, master planning the underground spaces which is friendly to people, and support the transport management. At the same time, it is aimed to rehabilitate housing with high density, creating modern living spaces for citizens; increasing value for current historical heritages.
At present, the master plan of Hanoi station and the surrounding area (scale 1/2000) developed by the Hanoi Department of Planning & Architecture in collaboration with consulting firm Nikken Sekkei Civil Engineering Ltd (Japan). The total area under the master plan is 98.1 hectare, under the management of districts such as: Dong Da (with wards of Van Chuong, Van Mieu, Quoc Tu Giam Hang Bot, Kham Thien), Hoan Kiem (Cua Nam ward), Ba Dinh (Dien Bien ward), Hai Ba Trung (Nguyen Du ward), which affects 44,000 people (in which 40,300 people will be resettled at site). During the implementation process, the number of resettled people will base on the desire of local community.
The function of lands in the proposal will include: mixed use (commercial building, office, apartment for rent); public facilities (local government office, hospital, market); school (kindergarten, preliminary school, middle school, high school); research center, training center; park, sport center, residential area, tourist attraction. The proposal is consistent with requirements of the Vietnam’s building code and other requirements for the above-mentioned population under the master plan. The proposal has 3 alternative for the height of buildings in the master plan, as such, around Linh Quang lake, buildings will be from 100 – 200 m height. However, Hanoi People’s Committee proposed to choose an alternative of a 200m landmark building at the northwestern of Linh Quang lake, creating balance in the overall landscape, which is near to the national railway, urban railway and support pubic transport development. It is worth mentioning that the density of green trees in the total area of 98.1 hectare will be 10.5% compared to the current density of 1.5%.
