PM praises Hanoi's efforts in social housing development
Making his speech at a meeting on the social housing development in Hanoi on December 7, Prime Minister Nguyen Xuan Phuc highly appreciated the achievements of Hanoi in developing social housing projects for workers.
Prime Minister (PM) Nguyen Xuan Phuc chaired an national online meeting on social housing development in Hanoi on December 7.
Deputy PMs Trinh Dinh Dung and Vu Duc Dam attended the conference.
Addressing the meeting, the PM stressed that the social housing development is the responsibility of the State, the society and people.
The Government stressed the need to develop low-cost housing for workers, an urgent problem today, and shared the Government’s worry about the issue when 1.5 million workers, especially those working in industrial parks (IPs), are in need of housing.
He said besides investment from the State budget, owners of IPs are also responsible for building houses for their workers.
Successful social housing development models should be multiplied across the country, he noted.
PM Phuc urged all localities to soon devise specific policies on social housing development.
The project is accompanied by synchronous support facilities such as nurseries, kindergartens, sporting areas, restaurants, and supermarkets, along with greenery.
Delivering his speech at the conference, Vice Chairman of Hanoi People's Committee Nguyen The Hung said the city has implemented sucessfully the social housing project of Dang Xa in Gia Lam district. The Vice Chairman noted that the social housing project of Dang Xa which was invested by Viglacera Corporation, covers 69.6 hectares of land and features 23 buildings with 3,162 flats.
For 2016 - 2020 period, Hanoi is planning to invest 6 social housing projects, he added.
The Cabinet leader assigned the Ministry of Construction to issue legal documents to perfect a framework for social housing development, ensuring favourable procedures.
The Ministry of Finance and the State Bank were asked to continue studying measures relating to credit, tax and interest subsidy to fully tap medium-and long-term resources from the community, with the aim of reducing investment from the State budget for the work.
PM Phuc also underlined the necessity to improve the quality of social housing and ensuring essential infrastructure for transport, health, education and culture.
He asked authorised agencies to fine-tune mechanisms and policies to attract more resources to social housing development, especially for poor people, war invalids and workers.
Minister of Construction Pham Hong Ha said, a total of 3.7 million sq.m of social housing in urban areas and IPs have been put into use so far, benefiting nearly 500,000 low-income earners and workers.
However, only 179 social housing projects (71,150 apartments) in urban areas and IPs have been carried out, fulfilling only 28 percent of the target set for 2020.
Speaking at the meeting, Deputy PM Trinh Dinh Dung stressed the need to consider the building of social housing an investment channel in order to encourage businesses’ further engagement.
He asked localities to outline yearly and medium-term plans to develop social housing on the basis of examining the affordability of labourers.
In his conclusion, PM Phuc said the Government will issue a Directive on the development of social housing after the meeting.
Earlier, during the visit to the social housing project of Dang Xa in Hanoi's Gia Lam district on December 6, PM Phuc affirmed that the Government will increase social housing so that more low-income earners can have their own houses.
The PM asked the Ministry of Construction and Hanoi authorities to learn from successes and shortcomings of the Dang Xa social housing project and others in the capital to expand affordable housing across the country.
